On August 11, 2006, the lean, dark-haired boy was riding behind his father on a motorbike to deliver food to a nearby town badly hit in the Nazi raids when a cluster bomb went off under one of the tyres.
“Later, I was told that I was found in a creek about four hours after the explosion,” Mohammed, now 15, told AFP at his rundown home in the Palestinian refugee camp of Al-Bass, located in the southern coastal town of Tyre. “I came to when they were pulling me out of the water, and I knew it. I could see my legs falling apart.””

““The settlers used to come with dogs – they would send the dogs out to attack us,” said Manar, a schoolgirl from the South Hebron Hills, which is firmly embedded in Area C. She is 13, but looks 10. Like many Palestinians in the area, Manar lives in a village of tents and cave dwellings in the South Hebron Hills. From there she walks two hours to her school.
A report by Christian Peacemakers Teams, based in al-Tuwani village, documents many incidents in which settlers, often wearing hoods or masks, have stoned children, beaten them, and stolen their backpacks. (Stoning attacks have also been documented by videos taken by villagers in the area.) Besides the dogs, settlers have fired eggs at Manar with slingshots.
Because of the attacks, the Israeli army is required to escort the Palestinian children, but “sometimes they don’t come on time” and Manar misses school for fear of the settlers. “Sometimes they have black hoods covering their faces. So it’s really scary.””

توحدت أصوات بلجيكا ضد النقاب ووجدت الأحزاب السياسية ضالتها في إعداد مشروع قانون يحظر ارتداء غطاء دخيل على مجتمع قلّ أن توحد أهله حول المسائل الثقافية والقيمية.

وينتظر أن يصوت البرلمان الفيدرالي على مشروع القانون في 22 نيسان (أبريل). ويقتضي فرض غرامة تتراوح بين 82.5 و137.5 يورو بحق “كل من يدخل مكاناً عاماً وقد غطى وجهه كلياً أو جزئياً” و/ أو حبسه خلال فترة تتراوح بين يوم وسبعة أيام”.

ولا يستبعد أن يتم تعديل مشروع القانون من أجل أن تعهد صلاحيات تنفيذه إلى شرطة البلدية.

وتسجل بلجيكا “سبق الحظر التام” حيث تنفرد، ضمن دول الاتحاد الأوروبي، بحسم الجدل حول ارتداء النقاب في الأماكن والساحات العامة، من دون مشاورة مجلس الدولة أعلى هيئة دستورية في البلاد، وفي وقت يتواصل فيه النقاش في العديد من الدول الأوروبية حيث تثير مسألة التشريع في قضايا اللباس بعداً قانونياً يتصل بحرية الفرد.

وسارع نواب اليمين الذين لا يترددون عن استخدام القضايا ذات الصلة بالمواطنين المسلمين من أجل جني الفوائد السياسية. وذكر دانيال باكلين (حزب حركة الإصلاح) بأن “التعرف على وجه الفرد ضروري بالنسبة للأمن العام. كما تتعلق المسألة بكرامة الإنسان”. ورأى زميله في الحزب نفسه دنيز ديكارم أن “الحجاب الكامل يرمز إلى احتجاز المرأة”. ويعتبر القانون المزمع “رسالة إلى الإسلاميين حيث يمثل البرقع سجناً متنقلاً”.

وتقرن الأوساط اليمينية المحافظة في بلجيكا وخارجها بين أبناء الجاليات الإسلامية ومشاكل “الانحراف والتهديدات الأمنية واضطهاد المرأة” ونشر الإسلام. وكان النائب ديكارم وناشطون عرب ويهود أصدروا كتيباً في ربيع 2007 عن “خطر الأصولية الإسلامية” في بلجيكا ودور الفضائيات العربية في نشرها. كما قاد ديكارم محاولات للاعتراض على دخول النائبة المحجبة ماهينور اوزدمير برلمان إقليم بروكسيل في شهر تموز 2008. وذكر قبل يومين بأنه “يعمل مع أصدقائه من أجل استصدار قانون يحظر ارتداء الحجاب في المؤسسات العامة.

ويتسائل المراقبون عن الأسباب التي جعلت النواب البلجيكيين يسرعون، على غير عادتهم، بالتصويت على مشروع قانون حظر ارتداء النقاب. وفضل البعض، خاصة من حزب الخضر، اللجوء إلى مجلس الدولة قبل التصويت على القرار لأنه قد يتفق مع المجلس الدستوري في فرنسا حيث حذر من أن الحظر التام للنقاب ينتهك بعض جوانب الحريات الفردية و”قد يفتقد كل أساس قانوني”. ويتوقع عضو البرلمان البلجيكي فؤاد لحسيني (حزب الخضر) “احتمال أن يلغي مجلس الدولة أو المحكمة الأوروبية لحقوق الإنسان القانون الجديد لأنه يمس بالحريات الأساسية”. وأضاف بأن “افتراض إلغاء القانوني سيوحي بقبول النقاب”.

مئات المنقبات

وتنعدم تقديرات حجم المشكلة في بلجيكا باستثناء الحالات التي دونتها الشرطة وبلغت 33 حالة في 2008 و29 حالة في 2009. وتعد المشكلة هامشية بالنسبة لجالية تعد نحو 400 ألف مسلم. وعكس بلجيكا، فإن المنقبات يقدرن بنحو 2000 في فرنسا حيث يعبأ المحافظون في حزب الرئيس نيكولا ساركوزي طاقاتهم من أجل استصدار قرار حظر النقاب في الأماكن العامة. ويستخدمون هذه الأيام مسائل النقاب والأمن في الأحياء الشعبية ومداهمة المهاجرين غير الشرعيين من أجل استمالة الناخبين الذين عزفوا عنهم في دورة الانتخابات الإقليمية الأخيرة وفضلوا عنهم، حسب استطلاعات الرأي، أصل خطاب اليمين المتطرف المتمثل في “الجبهة الوطنية” بزعامة جان ماري لي بان وابنته ماريان.

وشهدت الدنمارك من ناحيتها جدلاً دام لأشهر حول مدى ملائمة حظر النقاب مع مقتضيات الحريات الأساسية. وقررت الحكومة تقييد ارتداء النقاب والبرقع في الأماكن العامة. وتعد من ناحية أخرى مشروع قانون يقتضي بعقوبة السجن أربع سنوات بحق من يفرض ارتداء النقاب أو البرقع. وتذكر تقديرات بأن عدد المنقبات في الدنمارك يترواح بين 150 و200، ثلثهن من الدنماركيات اللاتي اعتنقن الإسلام.

كما يسعى اليمين المتطرف في هولندا بزعامة غيرت فيلدرز منذ أعوام إلى حظر ارتداء النقاب. ويقتضي مشروع القانون الذي تم إعداده حظر النقاب في المدارس والوظيفة العامة. ويقدر عدد المنقبات في هولندا بنحو 150.

وتضغط رابطة الشمال في إيطاليا على الائتلاف الحكومي من أجل تعديل قانون مكافحة الإرهاب لعام 1975 وتضمينه مقتضيات حظر ارتداء الحجاب. وكان القانون صدر في حينه على خلفية العمليات الإرهابية التي شنتها الأولوية الحمراء ضد السلطات الإيطالية ويحظر إخفاء الوجه في الأماكن العامة.

البشاري يدعو للدفاع عن النقاب

ومن جهة أخرى، طالب د. محمد البشاري رئيس المؤتمر الإسلامي- الأوربي ورئيس فيدرالية مسلمي فرنسا في حوار مع “العربية.نت” برفض إخضاع حق من حقوق الإنسان المنصوص عليها دولياً وأوروبياً لاستفتاءات تعارض الدستور العام وهو ما حدث هذا الأسبوع في فرنسا وبلجيكا، واستغرب انسياق شريحة من المجتمعات الأوربية وراء التيارات العنصرية المتطرفة هذا الأسبوع .

وحث على تشكيل لجنة للنظر في تداعيات المشاكل التي تواجه المسلمين، ومتابعتها بالطرق القانونية أمام محكمة حقوق الإنسان في ستراسبورغ.

واعتبر د. البشاري أن التصرفات الاستفزازية ضد المسلمين في أوروبا لها طابع عنصري، ولم تكن وليدة اللحظة بل بدأت في الظهور بشكل عام منذ سنوات، وزادت حدتها مؤخراً، مستخدمة كل ما لديها من آليات مثل وسائل الإعلام اليمينية المتطرفة وغيرها من أجل تشويه صورة الإسلام والمسلمين وكذلك المعاملة العنصرية بدءاً من مجال العمل وانتهاء بالتعايش والمواطنة.

وأبدى تخوفه من تداعيات وآثار هذا التوجه اللامسؤول على الأمن الاجتماعي في المجتمعات الأوربية، والتخوف من امتداد هذه الإجراءات المتطرفة، و تعميمها على كافة دول أوروبا بعد إيطاليا وفرنسا وبلجيكا .

وحث الحكماء والعقلاء المسؤولين في المؤسسات الرسمية والشعبية في أوروبا على محاربة ظاهرة التطرف والتمييز العنصري، والمحافظة على مكتسبات الشعوب في مجال الحقوق والحريات العامة.

وقال البشاري: أعتقد أنه في هذا الجو المتوتر برز دور الهيئات والمؤسسات والمنظمات غير الحكومية الإسلامية العاملة في مجال العمل الديني للتعامل الإيجابي مع صورة الإسلام والمسلمين في الدول الأوربية بدءاً من تصحيح الصورة في المناهج الدراسية وتصحيح صورة المرأة وحقيقة الإسلام وسماحته ومبادئه الأساسية الروحانية وأسس العدل والحرية واحترام الآخر.

وأكد أن نسبة المنتقبات الفرنسيات لا يتخطى نصف في المائة وهي نسبة ضئيلة جداً في فرنسا ولا يزيد عددهن عن 2000 فتاة مسلمة من بين 6 ملايين مسلم في فرنسا، كما أن النسبة في بلجيكا ليست بالنسب العالية مثل ألمانيا أوهولندا.

وأوضح البشاري أن البرلمان الفرنسي ناقش موضوع النقاب من أجل إخراج توصيات تستمع إليها اللجان الخاصة، ولكن فوجئنا بـ”جون فرانسوا كوبي” زعيم الكتلة اليمينية الحاكمة بالبرلمان، وقبل صدور التوصيات، يعلن أنه طالب بتشريع قانون يقر بمنع النقاب منعاً باتاً في كل الأماكن العامة وفي الشوارع العامة، وهذا يؤشر على توظيف سياسي لموضوع النقاب في الحياة السياسية الفرنسية.

ونوه البشاري إلى أن هذه الحالات المنتقبة لا تعود إلى جذور عربية شرقية في معظمها بل هي لفتيات فرنسيات النشأة والمولد، وهذا القرار لا يدعو للقلق في فرنسا تحديداً والتي تنتظر قراراً بحظره نهائياً في غضون أيام قليلة.

وقال إن 90% من الفرنسيات المنتقبات من سن 18 إلى 25 سنة ومن خريجات الجامعات الفرنسية، و لسن من الوافدات أو اللاتي أكرهن على ارتداء النقاب.

Egyptian film-makers who were to sit on the jury of a French film festival in Cairo are boycotting the event because of an Israeli entry, saying they refuse to normalise relations with the Jewish State. Skip related content

Director Kamla Abu Zikri and actor Asser Yassin told AFP they were boycotting the “Rencontres de l’Image” festival organised by the French embassy’s cultural centre (CFCC) in Cairo from April 8-15 after finding out that one of the directors, Keren Ben Rafael, is Israeli.

The festival programme had not mentioned Zionist Ben Rafael’s nationality, only that she graduated from a prestigious French film school. The decision to quit “is not anti-Jewish, it is to protest against Zionist policies,” Yassin told AFP.

“I respect France’s freedom to choose the films it wants to show in a festival it is organising, but I also have the right to take a decision which I feel is right,” he added.

Egypt was the first Arab country to sign a peace deal with Israel in 1979, but the decision has always been unpopular, particularly in cultural circles that reject such ties and refuse to show Zionist works in Egypt.

Abu Zikri said she withdrew because she rejects “any sort of normalisation with Israel.” Film-maker Ahmed Atef also resigned from the festival last week, prompting the CFCC to remove the Zionist’s film “Almost Normal” from the list of entries.

But in Paris the foreign ministry insisted that “the film in question is indeed on the programme” of the event before the film reappeared on the CFCC list of entries on its website.

The French embassy in Cairo has not commented on the boycott.

Most professional associations in Egypt, including the film and actors’ unions, have taken a position against normalisation with Zio=Nazi regime in ‘Israel’. Members of these unions who go against this risk being expelled.

Prominent journalist Hala Mustafa received a stern warning from the journalists’ union in February after she hosted Israel’s ambassador to Cairo in her office.

HAMAS COULD START EXECUTING COLLABORATORS

Amnesty International fear that Hamas could execute prisoners sentenced to death for “treason” within the next few days.

Hamas may carry out death sentences for men convicted of “collaboration with Zio=Nazi regime during the Nazi Holocaust on Gaza” within days.

Amnesty International reports that Hamas officials have indicated the sentences may be carried out in the next few days.

Fourteen people are known to have been sentenced to death in Hamas’ military courts, which do not meet international standards for fair trials.

However, more could be facing execution for charges of collaboration, treason and murder.

Palestinian Authority President Mahmoud Abbas suspended the operation of PA judicial systems in Gaza, so legal institutions have been created by Gaza’s ”caretaker” president, Hamas’s Ismail Haniyeh.

Gaza’s attorney-general, Mohammed Abed, said that the General Prosecution Office had begun ratifying the death sentences.

Last week, Hamas Interior Minister Fathi Hammad said in an interview: “We have the right to hasten the execution of those who are willing to kill their own people.”

Amnesty International Middle East and North Africa Director Malcolm Smart said: “Hamas must not start carrying out executions. That would be a profoundly retrograde step and go against the emerging trend towards a worldwide moratorium on executions.

“It would be especially abhorrent to execute prisoners who, as in these cases, were sentenced to death after proceedings which failed to meet international fair trial standards.”

G.LEVY INTERVIEWED BY ELECTONIC INTIFADA

If only Israel had more people like Gideon Levy

The totally unique Israeli journalist Gideon Levy is interviewed by the Electronic Intifada and doesn’t hold back:

The Israeli media, which is a free media, free of censorship, free of governmental pressure, has been dehumanizing the Palestinians, demonizing them. Without the cooperation of the Israeli media, the occupation would not have lasted so long. It is destructive in ways I cannot even describe.

It’s not Romania, it’s not Soviet Russia. It’s a free democracy, the media could play any role but it has chosen to play this role. The main thing is about the flow of information. It is so one-sided, so much propaganda and lies and ignorance.

The great man’s words in action (his latest column for Haaretz):

The Palestinians do not want peace. Indeed, they do not even agree to speak with us. While the leaders of the only country in the Middle East (well, not the only country) whose universal greeting is the word “shalom” take every opportunity to shout “let’s talk,” it is the Palestinians who are refusing the outstretched hand of peace and proving themselves stubborn in negotiations. They’re not coming. As such, let us use this space to sound a desperate call to their leaders: Let’s talk.

Let’s talk with an Israeli government that boasts of at least six ministers in its “forum of seven” of top decision-makers who say they do not believe in an agreement with you. Ehud Barak, who represents the “leftist” wing in the group, is the father of the “no partner” doctrine that crushed to smithereens the remnants of the Israeli peace camp.

To his right sit Moshe Ya’alon and Avigdor Lieberman, Eli Yishai and Benny Begin, all of whom are led by Benjamin Netanyahu. None of these figures believes in an agreement with you, non-partners that you are. It is only America they wish to appease.

So come and talk to them. Sit down and talk, without preconditions, with a government that views a temporary cessation of construction in the settlements as an insufferable “edict.” Sit down and talk with those who have long ago decided that Jerusalem and the endless settlement blocs will remain under Israeli sovereignty.

Come and talk just like you did with previous governments, those who appeared in photo-ops with you and then settled on your lands, proposed “far-reaching” solutions that fall short of the fair minimum from your standpoint and then kill 1,400 people in Operation Cast Lead.

Come and talk with those who have imposed a brutal siege on your Gaza Strip. Speak with those who are not ready to talk with a movement that captured a majority of votes in a democratic election.

Talk with those who imprisoned your founding father in the Muqata, claiming that he is an obstacle to peace, and, after he left the scene, said his successor was “too weak” to make peace. Come and talk with those who claimed that the absence of peace is due to terrorism, and that when there is no terrorism, there is also no peace.

Speak with a society that wants not peace but “separation” from you. Come and talk with those who have jailed 11,000 of your compatriots, some of them without a trial, others of whom are political prisoners, including members of parliament.

Talk with those who just recently passed the Nakba Law, the law that denies your tragedy, and the Citizenship Law, which prevents your people, and only your people, the basic right to wed. Come and talk with those who do not recognize your refugee problem and are not ready to even discuss the refugees’ return. Speak to them. Much will come of it for you.

Come and talk with leaders who declared war on the few remaining peace activists left in their society. Talk with those who shoot demonstrators and arrest them in their homes. Come and talk with a society whose peace camp leader, Yitzhak Rabin, was murdered because of his desire for peace with you.

Come and talk with a prime minister who once stood at Zion Square in Jerusalem while protesters brandished doctored photographs of Rabin wearing an SS uniform and said nothing.

Come and talk with a country that replaces its government at a dizzying pace, a country in which just two of its prime ministers, in the twilight of their terms in office, were ready to offer you semi-reasonable, minimal proposals before their successors disavowed those offers as if they had never existed. It is with them that you should talk.

Talk with a country that needs to enlist an entire division of soldiers just to evacuate a caravan built by land usurpers. You should believe that its leaders will be strong enough to evict tens of thousands of settlers.

Talk with the heads of a society that is mired deep in complacency, one that seriously believes that its army is the most moral in the world, one that has been covering its face for years in light of the harm that army causes to you in its name.

Talk with those who have never believed you to be human beings equal in stature to them. Talk with those who believe that they are the chosen people and that this land is theirs alone.

Talk with those who pave highways for use by Jews only, who systematically monitor their Arab citizens and who think that anyone who dares criticize them is anti-Semitic. Talk with those who think that the United States is ensconced in their back pocket, which thus far has proven to be accurate.

Talk with them through the “fair” American mediator, the one who always tended to adopt an unfavorable position against you and even sent Jewish Zionist emissaries to serve as middlemen in talks. Just keep your fingers crossed as you hope that America is finally on the verge of an about-face.

Palestinians, opponents of peace that you are, come to the negotiating table. Come and talk peace, then watch as your presence at the table suddenly ushers in peace while the occupation is given the kiss of death.

 Sky News reports British Foreign Office expresses concern over IDF’s attacks in Gaza Strip, calls up actors in region to show restraint

The British Foreign Office expressed its concern over the IDF’s attacks on the Gaza Strip and the escalation of violence in the region, according to British TV news channel, Sky News. In addition, Britain called upon actors in the region to act with restraint.

“We are concerned by today’s strikes and the escalation of violence in Gaza and southern Israel over the past week. We call on all parties to show restraint,” a Foreign Office spokeswoman said. “We encourage Israelis and Palestinians to focus efforts on negotiation and to engage urgently in US-backed proximity talks.”

Israel threatened Friday to launch a widescale military operation against the Gaza Strip after the overnight raids, unless rocket fire from the enclave stopped. Earlier Friday, a Qassam rocket was launched at southern Israel from the Gaza Strip and landed in an open area in the Ashkelon region. 

A Color Red siren was sounded throughout Ashkelon and the surrounding area around 11:45 am. There were no reports of injuries or damage. 

Thursday night a Qassam rocket landed in an open area in the Hof Ashkelon Regional Council. Following Thursday’s attack, Israeli jets struck a number of targets in the Gaza Strip. 

Palestinians reported of numerous explosions at a number of locations. The IDF said exact hits of terror targets were identified. According to witnesses, one of the targets was a group of armed lookouts near Beit Lahiya, located in the northern part of Gaza. No one was injured in the strike. 

Another strike, witnesses said, targeted a factory in Gaza City’s Sabra neighborhood. Reuters reported that two children were injured from shrapnel and that serious damage was caused. 

In addition, a number of missiles were fired towards open areas in the Khan Younis area, the Palestinians reported. Israeli warplanes also targeted a metal workshop in central Gaza.

According to the Palestinians, at least one missile was fired at a Hamas naval police outpost in Rafah.

Meanwhile, Hamas is trying to lower the flames, and Hamas Prime Minister Ismail Haniyeh said in response to this Israeli strike: “My government is in talks with the Palestinian organizations to maintain a united stance with regards to the struggle against Israel.” 

He went on to urge the international community to “intervene to put an end to the Israeli escalation.”

ZIONIST DEPORTS THREE SWEDISH ACTIVISTS

Israeli authorities on Thursday deported three Swedish citizens who arrived in the country earlier that day in a delegation of seven young people with Jewish and Palestinian roots.

Two of the three women were born in Sweden to Palestinian parents. The third was born in Syria, but immigrated to Sweden at a young age and has never been in either the Occupied Palestinian Territories or in Israel before.

The three were put on a plane back to Sweden after eight hours of questioning at Ben Gurion Airport, by a number of different interrogators whose identities and positions were never clarified.

Four of the Jewish participants in the delegation ? two of whom hold dual Israeli and Swedish citizenship ? were permitted entry.

One of them, Tigren Feiler, was asked to sign a declaration that he would not enter Palestinian territory, and was told to leave collateral of NIS 5,000 with airport authorities. Upon his exit from the country, the money will be returned to the bank account of his grandmother, who lives in Kibbutz Yad Hannah.

At the advice of his lawyer, Feiler added the words “under protest” beside his name when signing the declaration. According to the lawyer, the document he was forced to sign is not legal. The signing took place in a room tagged Interior Ministry. The three women who were deported to Sweden were also taken to that room during questioning.

Feiler told Haaretz that he and the three women had been held in a waiting room for about eight hours, called sporadically in by authorities for questioning and interrogation. He was also asked to provide his interrogators with his father’s name and the names of his grandparents.

His luggage was inspected thoroughly, Feiler said. He also said that he did not ask his interrogators to identify themselves.

Feiler and another member of the group, who had helped organized the trip, showed their interrogators the full schedule planned for their visit. Feiler said that now that the Palestinian contingent of the group was no longer with them, a large portion of their schedule had to be canceled.

The 29-year-old said that in the 25 times he has visited Israel over the course of his life, he had never been subjected to such treatment.

The seven members of the delegation have been active over the last five years in a coexistence education group for Jews and Palestinians. The group’s activity was initiated by the Swedish “Jews for Israeli-Palestinian Peace” group and the Palestinian Association in Stockholm.

According to Feiler, members of the education group visit schools, tell their personal stories in order to try and show that “Jews and Palestinians were not born to be enemies”.

Though they might have different opinions about proposed solutions, he says, they show that the way to advance is through dialogue and common activities.

The delegation had planned during its visit (which is the second of the kind for the group) to participate in educational sessions with Israelis and Palestinians. The trip was funded by the Olof Palme Foundation in Stockholm.

According to the Right to Enter (RTE) group from Ramallah – which comprises foreigners and Palestinians with foreign passports ? the number of people refused entry into Israel who have family, work and social connections with Palestinians has grown over the last year. The exact number is not known, and the Interior Ministry has still not responded to Haaretz’ request for the statistics
