Iran, China’s Rise, and American Strategy

NOVANEWS

Leverett observes the Iranian nuclear issue is likely to turn out to be, on many levels, a major turning point for America’s relative standing as a great power, in the Middle East and globally.

Flynt Leverett and Hillary Mann Leverett

Earlier this week, Hillary Leverett went on Al Jazeera’s Inside Story to talk about the United States’ “strategic pivot” (as the Obama Administration describes it) toward Asia, from the Middle East, seehere or click on video above.  The other panelists are Barry Pavel, a former National Security Council defense policy staffer for both the George W. Bush and Obama administrations, and Gordon Chang, a political analyst who focuses on China.

The program is revealing about the cultural drivers that, ultimately, contribute so heavily to the formulation and conduct of American foreign policy.  It also provides a prism for considering some interesting developments in Chinese thinking about the United States that have potentially significant implications for Beijing’s policy on the Iranian nuclear issue and other Iran-related controversies involving the United States.

Barry Pavel begins the discussion by explaining some of the historical context for the current effort to “rebalance” American forces in the Middle East and Asia.  He claims that the United States was headed in this direction more than a decade ago, before 9/11, but was compelled by the 9/11 attacks to devote more military resources and strategic energy to the Middle East than would otherwise have been the case.  While holding that the logic for a pivot toward Asia is sound, after “the long 10 years of wars in Iraq and Afghanistan,” Pavel predicts that it is likely to turn out to be largely “rhetorical”—it is “not going to happen,” he says, because developments in the Middle East will continue to draw substantial commitments of American military power.

Hillary responds by noting that many strategic elites in Beijing would agree with Pavel that the United States was beginning to concentrate its strategic attention and military resources on Asia in the late 1990s and beginning of the 2000s, for the purpose of preventing China’s rise as a regional and even prospectively global power.  After 9/11, Chinese elites calculated that they might have as much as 20 years to focus on their country’s domestic growth and political development, while the United States was preoccupied in the Middle East.  Now they see this window being cut short by Washington’s pivot away from a failed effort to consolidate its hegemony over the Middle East to trying instead to reinstate a more clearly hegemonic posture for the United States in Asia.

Furthermore, Hillary notes, China sees the Obama Administration retreating from important parts of the “core bargain” that Beijing and Washington struck in the early 1970s, when President Richard Nixon and his national security adviser, Henry Kissinger, worked with the first-generation leadership of the People’s Republic to realign Sino-American relations.  Among other things, this bargain posited that the United States was no longer going to pursue outright hegemony in Asia (an approach that had ensnared it in the tragedy/strategic stupidity of the Vietnam War).  Instead, it would, in effect, share strategic leadership with China, recognizing the People’s Republic as a legitimate political entity with legitimate national interests.  Now, from a Chinese vantage, the United States looks to be getting back into the hegemony business in Asia.  (On this point, consider Secretary of State Hillary Clinton’s article America’s Pacific Century in Foreign Policy in November 2011, see here.)

Gordon Chang, who has long been a sharp critic of the People’s Republic of China on multiple fronts (he published a book in 2001 anticipating its collapse), argues that the pivot is a perfectly reasonable reaction to “conduct that is unacceptable” by the Chinese.  Aside from being the People’s Republic, this conduct, according to Chang, consists of asserting territorial claims in the South China Seas with which other regional states disagree and continuing to insist that Taiwan is part of China.  In light of this behavior, other Asian countries have been compelled to ask the United States to build up its military presence in the region.

Hillary observes that this is the same sort of explanation offered by Washington to justify expanded U.S. involvement in the Persian Gulf:  American allies like Israel and Saudi Arabia feel threatened by the growing influence of a rising regional power—the Islamic Republic of Iran—committed to protecting and enhancing its strategic independence.

–From this perspective, Washington never takes into consideration how these allies’ policies have themselves contributed to regional insecurity.

–It also never takes into consideration how rising regional powers committed to defending their strategic independence—whether the People’s Republic of China in Asia or the Islamic Republic of Iran in the Middle East—interpret the historical record of America’s involvement in their regional neighborhoods and how that affects their perception of current U.S. policy.

Additionally, Hillary notes that there is a difference between aspiring regional powers, like China and the Islamic Republic, that act in ways they judge necessary to protect their core interests and enhance their regional and international standing, and an expansionist power like the United States which believes that its own security ultimately requires it to transform as much of the rest of the world as possible to look like itself.  In this regard, it appears that China is reaching a turning point in its perception of America’s strategic intentions, not just in Asia but also in the Middle East, which is increasingly important to the People’s Republic in a number of the same ways it has long been important to the United States.

A powerful account of this shift is provided by a new monograph published earlier this week, Addressing U.S.-China Strategic Distrust, see here, co-authored by Wang Jisi, Dean of the School of International Studies at Peking University and one of China’s most eminent strategic thinkers and academic specialists on the United States.  Prof. Wang’s portion of the monograph has already drawn considerable attention, including an article inThe New York Times.  We highlight some of its many important points below:

Prof. Wang notes that, in the post-Cold War world. China’s approach to the United States “was premised on the fact—and the assessment—that China’s power and international status were far weaker than those of America, and that the global balance at that moment tiled toward Western political systems, values, and capitalism.”  Since 2008, however, “several developments have reshaped China’s views of the international structure and global trends, and therefore of its attitude toward the United States.”  Prof. Wang then elucidates several of these developments:

“First, many Chinese officials believe that their nation has ascended to be a first-class power in the world and should be treated as such.  China has successfully weathered not only the 1997-98 global financial crisis; the latter, in Chinese eyes, was caused by deep deficiencies in the U.S. economy and politics.  China has surpassed Japan as the world’s second largest economy and seems to be the number two in world politics, as well…Chinese leaders do not credit these successes to the United States or to the U.S.-led world order.

Second, the United States is seen in China generally as a declining power over the long run.  America’s financial disorder, alarming deficit and unemployment rate, slow economic recovery, and domestic political polarization are viewed as but a few indications that the United States is headed for decline…It is now a question of how many years, rather than how many decades, before China replaces the United States as the largest economy in the world.

Third, from the perspective of China’s leaders, the shifting power balance between China and the United States is part of an emerging new structure in today’s world.  While the Western world at large is faced with economic setbacks, emerging powers like India, Brazil, Russia, and South Africa join China in challenging Western dominance…

Fourth, it is a popular notion among Chinese political elites, including some national leaders, that China’s development model provides an alternative to Western democracy and experiences for other developing countries to learn from, while many developing countries that have introduced Western values and political systems are experiencing disorder and chaos.”

These shifting views of the international structure overlap with longstanding Chinese concerns about the American posture toward the People’s Republic:

“It is strongly believed in China that the ultimate goal of the United States in world affairs is to maintain its hegemony and dominance and, as a result, Washington will attempt to prevent the emerging powers, in particular China, from achieving their goals and enhancing their stature.”

All of this, in Prof. Wang’s reading, affects Chinese views of American positions on a host of security and economic issues.  On top of that, “the perceived changing power balance between China and the United States has prompted many Chinese to expect, and aspire to, a more ‘can-do’ PRC foreign policy, and the Chinese leadership clearly recognizes these sentiments.”  Focusing on the Middle East more particularly, Prof. Wang notes that Beijing’s policy toward Iran is

“facing a dilemma.  On the one hand, China supports the principle of nonproliferation together with the United States and its European allies.  On the other hand, the Chinese are concerned that Washington’s high-handed position toward Tehran is driven more by an American desire to change the political structure of Iran and the geopolitical picture in the Middle East than by its declared goal of keeping the Iranians from obtaining nuclear weapons…

Although the turbulence in the Arab world since early 2011 is not viewed in Beijing as necessarily stirred up by, and beneficial to, the U.S., the Chinese government was perturbed by the forceful intervention of the Western world in Libya in 2011.  Further advance of U.S. schemes in the region, now being unfolded in Syria, would be seen as detrimental to regional stability at the expense of China.”

We have already witnessed Beijing taking a more “can-do” approach to the region, coordinating with Russia to veto a U.S.-backed Security Council resolution on Syria and making clear it will not facilitate Libya-style intervention in Syria or endorse any political process there stipulating upfront that Syrian President Bashar al-Assad must leave office.  Now, according to Prof. Wang, “China is not ready to support more U.S. sanctions against Iran by cutting off its own trade relations with Tehran.”

For its part, of course, the Obama Administration has committed itself to a policy under which it will be under enormous pressure to sanction important Chinese companies and financial institutions of the People’s Republic does not cut off—or at least radically reduce—its trade relations with the Islamic Republic.  Does the administration really believe that, by threatening such sanctions, it can compel Beijing to do serious damage to Chinese interests—and surrender its strategic independence, to boot—by cooperating with unilaterally asserted U.S. and European sanctions, which are already driving up the price of oil?  The Iranian nuclear issue is likely to turn out to be, on many levels, a major turning point for America’s relative standing as a great power, in the Middle East and globally.

Hate Crime or Terrorism? The Ku Klux Klan Still Kill At Will

NOVANEWS

By Ismail Salami

Once upon a time in America back in the nineteenth century, there was a far-right organization known as Ku Klux Klan that adhered to primitively radical and hidebound ideas including white supremacy and brutalized and persecuted the colored race through an act of terrorism.

Also known as the Klan, the group emerged in Pulaski, Tennessee, and is today stigmatized as a hate group. The organisation, which has now been stripped of its name, still exists and splinters into different manifest forms: Racial hatred, religious hatred and ideological hatred. The organization is not extinct as many sinister forces in the US government tried to consign at least the name to oblivion and is estimated to have more than 10,000 dedicated hatetivists in the United States alone who spare no efforts in giving vent to their racial and religious hatred by intimidating and liquidating those they deem as the wretched of the earth.

The group is innocently called a hate group and the crime they commit is categorized as a hate crime rather than an act of terrorism. According to a lame definition for the unfortunate term provided by the FBI, “A hate crime is a traditional offense like murder, arson or vandalism with an added element of bias.”

In fact, what is happening in the United States and Europe under the banner of hate crime is but a new cloak the followers of the Ku Klux Klan are wearing. What they do is more than a crime against an individual; rather, it is a systematically organized crime targeting certain human races who do not easily fall into their definition of humankind. They put themselves in place of God and decide who lives and who doesn’t. This insanity has claimed the lives of others including Trayvon Martin, Kendrec McDade and Shaima Alawadi to mention only a few.

Trayvon Martin

On February 26, George Zimmerman shot dead Trayvon Martin, 17 years old, outside his father’s house, claiming he killed the teen in self-defense after being severely beaten by Martin. However, the police video footage of Zimmerman’s arrest showed that there was no sign of injuries on him.

The tragic incident prompted US President Obama to publicly express his grief over the death of the teenage youth. He said, “[i]f I had a son, he’d look like Trayvon.” Without consciously desiring it, the President revealed the nature of the crime, namely it was an organized crime and that it was no ordinary crime. After all, Obama was severely criticized for his stance on the death of Martin. Stephanie Cutter, Obama’s Deputy Campaign Manager said on MSNBC that, “Obama’s Republican opponents have jumped all over him because they do want to play politics with this issue. The President spoke from his heart on this, it was trying to empathize with some parents who had just lost a child. By any measure, this was a tragedy and we need to let the investigation take its course.”

Crimes of this nature are basically put a lid on and soon forgotten. Besides, they are treated with some considerable degree of discretion lest they may be attributed to a regressive practice back in the nineteenth century. There are invisible hands at work in the American society to inculcate that something called Ku Klux Klan is dead and gone forever. And probably, President Obama’s sympathy stemmed from his archetypal wrath at what the notorious did to the black race.

Shaima Alawadi

Another heartrending instance of such barbarity is the death of Kendrec McDade, a 19-year-old football star, who was shot dead by Pasadena cops on March 25, 2012. According to the original story run by the US media, Pasadena police “shot and killed a robbery suspect who officers believed was reaching for a gun during a foot chase.”

The young boy’s hands were too close to his waistband. So the police thought he was reaching for his gun and blew his brain out.

Black people are not the only victims of the Ku Klux Klan. Shaima Alawadi, a Muslim Iraqi woman, was found dead on March 24 with a note near her body which said, “Go back home terrorist”. Shaima was badly beaten, hit with some kind of a tool about 8 times in the head. She died of her wounds in a pool of blood.

The perpetrators of these organised crimes work under the aegis of those who keep manufacturing a phobia of race and religion in order to maintain their supremacy over a certain religion or race. Their mindset is built upon an ideology rooted in blind ignorance and prejudice; they are indeed benighted souls trapped in their cocoon of ignorance.

Zio-Nazi soldiers suspected of stealing Palestinian’s gold in West Bank raid

NOVANEWS

Investigation begins after the head of the household, Ata Shatwi, submitted a complaint to the Civil Administration.

ed note–lest some naive individuals assume this is just a case of petty theft that has no relation whatsoever to the religious disposition cultivated in the Jewish mind by Jewish scriptures, let us consider JUST ONE passage (of many) from the book of Exodus where the Israelites are told to steal from the Egyptians–

‘And I will give this people favour in the sight of the Egyptians: and it shall come to pass, that, when ye go, ye shall not go empty…But every woman shall borrow of her neighbour, and of her that sojourneth in her house, jewels of silver, and jewels of gold, and raiment: and ye shall put them upon your sons, and upon your daughters; and ye shall despoil (plunder) the Egyptians…’

Haaretz

The Military Police is investigating allegations that soldiers stole pieces of gold worth tens of thousands of shekels from the home of a Palestinian man during a late-night raid in a West Bank village last week.

The investigation began after the head of the household, Ata Shatwi, submitted a complaint to the Civil Administration.

Shatwi told Haaretz on Tuesday that the incident began at 2:15 A.M. on Thursday, when he opened the door of his home in Kafr Qaddum to two Israeli soldiers, who entered and handcuffed him and his son Sabri, 21, an officer in the Palestinian Authority security forces. Shortly afterward, Shatwi said, the soldiers released him and told him to take his wife and their other children out of the house, which he did.

“They explained that they wanted to search the house,” Shatwi said. “They had a dog with them. I told the officer there was a large sum of cash and also gold in the house and that I wanted to remove it. I’m talking about 30 pieces of gold, worth NIS 1,500 each – in other words NIS 45,000 in all – plus NIS 10,000 in cash. He refused.

“Around two hours later I went in and was shocked by the mess,” Shatwi continued. “They smashed the walls, emptied the wardrobes, smashed the television set, the furniture. I hurried to the bedroom wardrobe, where the money and gold should have been, and discovered the gold had disappeared. The money was still there.

“I asked the officer, ‘Where’s the gold?’ He didn’t answer me,” Shatwi said. “He left and came back 15 minutes later with another dog and kept searching. I told him, ‘Let me speak with the commander,’ but he continued to ignore me. They left at around 4:30.

“I filed an official complaint at the [Civil Administration’s] Coordination Liaison Office and gave a statement to [human rights group] B’Tselem,” he added. “I’m willing to go to the police to make a statement. We have nothing in our home. I’m a trader, and we aren’t affiliated with any organization. I worked in Israel for years and I’m not connected to anything problematic,” Shatwi said.

Officials in the headquarters of the Israel Defense Forces Central Command said on Tuesday that the investigation is in the initial stages, and noted that the raid was conducted jointly by the IDF and the Border Police.

The IDF Spokesman’s Office said in a statement that the matter is being investigated by the Military Police Criminal Investigative Division, which will submit its findings to the military advocate general.

GOVERNMENT TO SPY ON US

NOVANEWS

Dear All,

The government has just announced a plan to spy on us all, to be pushed through “as soon as Parliamentary time allows”. [1] They want to see details of who we call, text and email, and which websites we visit – without any kind of warrant or reason. They want to force phone and internet companies to install special devices to provide all this data on each and every one of us. [2]

Experts are lining up to condemn this idea as intrusive, expensive and ineffective. [3] But we know that when the Labour government announced similar plans a few years ago, a huge outcry was needed to make them to back down. [4]

So let’s build a massive petition right away, to show David Cameron that British citizens simply won’t put up with the government spying on their every move. Please click here to add your name now:
https://secure.38degrees.org.uk/stop-the-snooping-plan

A final version of the plan is due to be announced in just one month’s time. [5] We need to move fast if we’re to get this scrapped before then. A big petition right now could persuade David Cameron to rethink before he commits too deeply. His officials will report the rising number of signatures to him. And they will warn him that he can expect voters to challenge him every step of the way.

MPs from different political parties are already expressing unease. [6] One prominent Conservative MP, former shadow Home Secretary David Davis, has been in touch with the 38 Degrees office to say: “These plans would give the state huge new powers to snoop on ordinary people. They’d be expensive, unnecessary, and a huge invasion of everybody’s privacy. If they are to be stopped, public pressure will be critical – including from 38 Degrees members”.

Add your name to the petition today:
https://secure.38degrees.org.uk/stop-the-snooping-plan

David Cameron claims this will make us safer. But this is about spying on all of us, not serious criminals. It’s already perfectly possible for the government to monitor people suspected of serious crimes, with proper permission and oversight. [7] And serious criminals will inevitably find ways to hide their online identities.

Most importantly, this isn’t the kind of Britain we want to live in. We shouldn’t respond to criminals by abandoning our principles and scrapping basic civil liberties. We shouldn’t treat every citizen like a potential criminal who needs to be monitored. Help stand up for our right to privacy when we browse the internet or phone our friends – please sign the petition and spread the word now:
https://secure.38degrees.org.uk/stop-the-snooping-plan

Thanks for using your voice,

Marie, Cian, David, Hannah, Becky, James and the 38 Degrees team

PS: This plan would be like demanding the Royal Mail keep a copy of every single letter it handles. It’s exactly the kind of thing this government announced with a fanfare that they wouldn’t do. If we let them get away with this, what comes next? ID cards? Long-term detention without trial? Sign the petition to put a stop to the government’s snooping plans now:
https://secure.38degrees.org.uk/stop-the-snooping-plan

PPS: 38 Degrees members have been voting on whether to continue our campaign to protect the NHS. 96% voted yes to continuing to campaign! You can read an update on what will happen next, here:

Police hold Racist Zionist hoopster for blood-libel joke on Facebook

NOVANEWS

‘There’s nothing like starting the holiday with matza dipped in the blood of Christian and Muslim children,’ reads post on Israeli basketball player’s Facebook page.

ed note–my, my/lookey, lookey–serious enough that it actually involved the Israeli police.

The only problem with ‘jokes’ like this is that in truth it is NOT a joke. As much as organized Jewish interests constantly screech ‘BLOOD LIBEL!!!!!!!!!!!!!’ whenever someone brings up the issue of Jews killing gentile children and using their blood in their Matzo, the fact is that IT HAPPENED, something recently documented by Israeli historian Ariel Toaf in his book ‘Blood Passover’.

The Jewish Holocaust is the only thing that is untouchable as far as research or freedom of speech/freedom of thought is concerned. When it is turned around however and the topic becomes what Jews did to Christians (rather than what Christians did to Jews) well, then suddenly we need to ‘study’ the issue and come up with ‘alternative’ explanations. However, when it turns out that INDEED the prevailing opinion on the matter is supported by historical research, as in the case of Ariel Toaff’s work, it must be quashed and made an odious thing that is not discussed.

Haaretz

Ido Kozikaro, Gilboa/Galil’s center, was interrogated under caution by Afula police on Monday because of an off-color post on his Facebook page.

“There’s nothing like starting the holiday with matza dipped in the blood of Christian and Muslim children,” the post read in Hebrew on the basketball player’s page.

Kozikaro was making a joke based on the blood libels that have been made against Jews over the centuries. A member of the Gilboa regional council filed the complaint.

Kozikaro apologized and was released on his own recognizance.

THE DEVIL SINGS AGAIN

NOVANEWS

By Gilad Atzmon

Itamar Yaoz-Kest

http://www.deliberation.info/

Israel National News published today a poem by Itamar Yaoz-Kest, a Holocaust survivor. The poem is presented as “letter-poem in reply to German Günter Grass’ attack.” The poem is a clear reminder of horrific danger that is embedded within Jewish identity politics and contemporary Jewish nationalism. It is a glimpse into unique psychotic genocidal sense of retribution.

The “letter-poem” starts as follows:

Danger,

I want to be a danger,

I want to be a danger to the world,

so that after my destruction, not a single blade of grass will remain on the face of the Earth,

or a single blade of grass for Gunther Grass’s pipe,

upon the Earth where, since I was born, I pose a danger to the world.

Because it is my right!

It is my right to live or die while annihilating my annihilators, without riding again as a crying-boy in a transport train,

Into the world-vacuum, while placing my head in the lap of a mother who is disappearing into the fresh air of the Land of Wotan,

and the urine tin darts dark-yellow specks onto the walls of the cabin – like gunshots that spray

a yellowish-reddish liquid from besides the train guards, and among them – maybe – the soldier G.G., also, wearing a steel helmet.

Later in the poem, Yaoz-Kest issues what appears to be a statement of intent along the lines of “the Samson Option”:

“For it is the right of the Nation of Israel to finally shut the gates to the world after it leaves this place (not of its free will!), and we have the right to say, at the price of the 3,000 year old fear: “If you force us yet again to descend from the face of the Earth to the depths of the Earth – let the Earth roll toward the Nothingness.”

The Samson Option – taking out Israel’s enemies with it, possibly causing irreparable damage to the entire world – has been a phantasmic Israeli strategy since the early 1950’s.

The message for the rest of us is clear- Israel is the biggest threat to world peace. Time is overdue to discharge the Jewish State of its destructive power.

George Zimmerman Website

NOVANEWS

Via The Raw Story: “George Zimmerman, who claims to have shot and killed Florida teenager Trayvon Martin in February in self-defense, launched his own website on Sunday to raise money to cover his legal expenses. Many suspected the website to be fake. Adding the suspicion, Think Progress noted that the website features a picture of Ohio State University’s black cultural center with “Long Live Zimmerman” graffiti on it. But Zimmerman’s attorneys confirmed the website’s authenticity to NBC News on Monday…”.* Ana Kasparian and Cenk Uygur discuss on The Young Turks.

  • How is it hypocritical?

Did the police find the black people that did it and refuse to prosecute?

The reason why trayvon gets so much attention is because of the lack of trial.

If you want equivalency find a case of a white person getting murdered, the police knowing exactly who it is yet they protect him/her.

  • Proof that people, black kids included, wear hoodies to conceal their identities when committing crimes? It happens all the time.. An incident in the news from a couple of years ago involving a kid wearing a hoodie who shot a cab driver comes to mind.

  • Zimmerman didn’t have any injuries in the footage shown. Zimmerman followed him with a gun! He called the cops. They told him to stop going and he continued. That already puts him in the wrong. Following a black man with a hoodie? Fuck you. Either way no one deserved to die.

  • I wonder if there are any actual KKK members left. If the “KKK” that exists today is actually people that are using the “KKK” to create disdain against people they don’t like that do racist things.

  • Hispanics are considered white by the neo nazis now? No wonder the white race is gonna get wiped out. These guys give a pass to anyone who they either want to fuck or shoots a black or Jew. Years ago they would have rejected Hispanics and Persians but you look at some of their crap these days and they ask if it’s okay to be attracted to Hispanics women on their sites because they now only think with their dicks.

  • When people stalk others it sometimes ends in a confrontation.
