Climate Change: The False Discourse of “Carbon Credits”. What Needs to Be Done

Assigning blame for climate change that will happen with or without human activity on Earth constitutes a disingenuous discourse.

The climate changes, and nearly everything on Earth and beyond it effects that change.

From geological processes to biological evolution, to changes in the sun’s output, to yes, even human activity – absolutely everything has an impact on the climate for better or for worse.

The climate has been in a constant, linear state of change, long before human beings evolved, and even throughout the relatively short period of time humans have inhabited the Earth. This continuous change may have within it temporary cycles, but at no two points in Earth’s natural history has the climate been the same.

65 million years ago, there were no ice caps. CO2 and temperatures were much higher than they are today, and Antarctica was covered with thriving temperate forests inhabited by dinosaurs. In an opposite and more recent extreme, our ancient ancestors struggled through a global ice age. Today, we live on a planet much warmer than inhabited by our cave-dwelling ancestors, but much cooler than anything the dinosaurs experienced.

Climate change happened, and is happening now. And even with the complete negating of all human activity on Earth, it will continue to change. This does not absolve humanity from addressing its impact on the environment. Quite the contrary. However it gives us a crucial imperative currently being ignored by policy makers and activists alike.

All the carbon credits, electric cars, and solar panels in the world will do nothing to prevent potentially hazardous climate change, natural or man-made. Tinkering with the climate through geoengineering could result in a catastrophic extinction-event unlike anything experienced in natural history. While human activity negatively impacting the climate should be addressed, measures must be taken to confront climate change that will come no matter what we do within the current false discourse now taking place.What’s Suggested and Why it Won’t Work

At the very center of this false discourse lies the most ridiculous of all suggestions, “carbon credits.” It is the modern equivalent of trying to clean New York City’s 19th century streets of horse manure by taxing it. Horse manure disappeared from New York’s streets when the car was invented. To eliminate the negative health, sociopolitical, and environmental impact of petroleum fueled cars, yet another novel innovation must be invented. Electric cars charged with renewable sources of energy would be a good start. The move to a hydrogen-based economy may be another worthwhile pursuit.

To eliminate CO2 and other emissions from power plants and factories, likewise, innovations must be made.And while these measures are welcomed, even with clean cars and renewable clean energy, climate change driven by other forces, both on Earth and beyond, and many of which are beyond our means to change or safely manipulate, will still continue. Carbon credits is an outright scam. Alternative forms of transportation and energy production are absolute necessities but will not stop natural climate change. But within the current false discourse, even these crucial necessities are not being approached with any serious focus, with schemes like carbon credits, progress-stunting resource rationing, and neo-eugenic population control taking center stage.

What Needs to Be Done

Mitigating the impact of human activity on the planet, not only in terms of atmospheric conditions and composition, but in all terms including polluting our water and soil, and corrupting the genomes of plant and animal species through the proliferation of genetically modified organisms (GMOs), must be addressed not politically but pragmatically. If governments cannot think of a particular technical solution to address each and every way modern society negatively impacts the environment, it should be investing in scientific, technological, and design-oriented education to produce a population of problem solvers that can devise appropriate and pragmatic solutions themselves.

It was the industrial revolution and a population capable of creating, inventing, and innovating during the 19th and 20th century that created solutions to the many health and environmental hazards that existed at the time. Of course, new hazards were created in the process. Why now do people believe that anything other than continued innovation can be used to solve these new problems? Technological progress and investment in all that drives it, should be the top priority of anyone genuinely concerned about climate change.

However, even with our impact on the environment completely negated through technological innovation, climate change will continue regardless – just as it had long before humanity came into being.For humanity and the species it coinhabits the Earth with to survive inevitable climate change, we must build infrastructure and economies that are independent and immune from the climate no matter what it does.

Our cities, farms, homes, businesses, and even sanctuaries for ecosystems we seek to preserve must be designed and engineered to take whatever is going on outside, and make it work with what we need to survive and thrive on the inside.Urban and rural agriculture that takes place within self-contained systems that can conserve and reuse resources, including water and soil nutrients, as well as control atmospheric conditions for optimal growing environments – immense high-tech greenhouses in other words – could protect our crops from global heating or cooling. Architecture that is modular, flexible, mobile, and adaptable could adjust to sea levels, filling in space where land is exposed, or moved to higher grounds when land disappears. Cities and agricultural systems that float upon the sea would make rising and falling sea levels more or less irrelevant

Image: The ultimate expression of environmental mastery is constructing ecosystems and civilizations where they naturally could not exist. Humanity has already permanently inhabited orbit in the form of the International Space Station for over a decade, we must simply take the next step.

And perhaps the ultimate expression of environmental mastery would be creating habitable ecosystems where none could ever exist naturally – beneath the waves, underground, or even in orbit above Earth. Environmental mastery of this level should be the ultimate goal of governments, organizations, and activists around the world who seek to preserve both our ecosystems and our civilization.

Such a future is the realm of science fiction, but a future that does not look upward and outward, is not a future worth striving toward.

In the interim, there are already people experimenting and moving forward alternative models of decentralized high-tech agricultural, energy, and architectural solutions that will make weathering climate change more manageable. Perhaps the decentralized but collaborative nature technological progress is taking through local hackerspaces, urban agriculture, and cooperatives could create solutions far quicker and without the political baggage and meddling special interests impeding progress on national and international scales.For those frustrated by the lack of pragmatic solutions for issues such a climate change, genetic pollution, or the poisoning of our air, water, and soil, starting projects at your local hackerspace to create or improve technology to protect your food supply, energy, water, and air could be the beginning of a real environmental movement that actually solves problems rather than perpetually complain and argue about them.

Geoengineering and the “Moonraker Scenario”

The other option is one of anti-human regression – where faux-environmentalists who harbor misanthropic hatred for humanity demand all progress stop, energy production be reduced, and instead of finding better alternatives to do more with less, demand that all do as little as possible with as little as possible. Such a mentality is at best putting human progress into “sleep mode.” At worst, it threatens our very survival, which has since the dawn of history itself, depended on exploration, innovation, and the ability to conquer adversity rather than surrender to it.Those like White House science adviser, John P. Holdren who suggests the planet be scoured of its populous human inhabitants, now toys with the idea of geoengineering, or extreme global climate manipulation. The likelihood that people like Holdren seek to do so for the continued progress of humanity, rather than to fulfill long desired “depopulation” is slim to none. The chances that people like Holdren seek to “accidentally” plunge the planet into conditions that devastate agriculture and starve hundreds of millions, or even billions to death, are somewhat greater.This would be the “Moonraker scenario” – referencing the 1979 James Bond movie Moonraker.

In the film, a deranged industrialist conspires to wipe out humanity and in the ruins repopulate it with what he perceives to be a “master race.” While a science fiction thriller, the movie reflects the darkest desires of tyrants throughout the ages – to erase what exists and build an empire of their own designs in its place. As human nature itself does not change, neither have the aspects of human nature that drive such dark desires. From the intentional and reckless genetic pollution perpetrated by huge agricultural and biotech monopolies through the proliferation of GMOs, to attempts to surveil, control, and even manipulate public perception, to the sabotaged false discourse regarding climate change itself and the consideration of geoengineering – it appears attempts to overwrite the planet’s climate, population, and culture is already underway, either by design or self-destructive ignorance.By exiting the false discourse on climate change – and other false discourses – and demanding and participating in pragmatic, technological progress, we can protect ourselves as much from the effects of inevitable natural climate change as we can from the delusions and designs of megalomaniacs.

An educated, informed, and technologically literate population has the ability to create a technologically driven future that serves the population’s best interests. Anything less leaves us at the mercy of an unpredictable elite that history has already many times warned us about.

“DNA Testing is Necessary”: Jewish Marriage Laws Explained by Rabbi


In order to get married in I$raHell, applicants have to prove their Jewishness, and this is sometimes done with DNA testing, a leading rabbi in Israel specializing in the issue has told the Haaretz newspaper.


Rabbi Naftali Schreiber, who runs a private office for the clarification of Jewishness called “A People Alone” in Israel, revealed the extent of the “checks” undertaken by the Jewish state to make sure that no Gentiles are allowed to marry Jews in their country.

The article, titled So you think you are Jewish enough for an Israeli wedding? Prove it provides first provides some case samples of Jews who have had to provide documentation and references going back more than a century to prove their pure Jewish lineage after their Jewishness was questioned by the state.

It then moves on to an interview with Rabbi Schreiber, who is specifically asked “How does one prove Jewishness?”

His answer is as follows:

“We base ourselves on the documentation people provide—part of the profession is to authenticate documents.
“We have criminological machinery for authenticating documents, and we also carry out a personal inquiry in which we hear their story.
“We have a way to be in touch with archives abroad, or to refer the applicants themselves to the archives.
“Sometimes DNA testing is needed, and people agree to that, too.”

The article also describes the process through which marriage applicants have had to go:

Every Jewish couple that wants to be married in Israel has had, until recently,* to register at the local branch of the Rabbinate.
For each set of parents they need to bring the ketubah—the religious marriage contract—and the marriage certificate issued by the state.
For most couples, this is a short, formal act. However, if either the prospective bride or groom is unable to produce their parents’ ketubah, or if the local rabbi doubts that either or both are Jews, a process of “clarification of Jewishness” is set in motion.
According to data supplied by the Rabbinate, 4,500 people underwent this process in 2012, and 98 percent of them emerged with a declaration that they are Jewish.”
The article goes on to reveal that a report by the Israeli State Comptroller’s Office found that most of the rejections occurred with “immigrants from Ethiopia”—the so-called Falasha, or “black Jews.”
The article goes on to state that the Comptroller report  revealed that :
“[T]he Rabbinate places unnecessary obstacles in the way of converts to Judaism, refusing to register them for marriage even if they present certificates of conversion as demanded.”
* Last month, the Knesset passed a law that opens the areas of registration for marriage. Under the new legislation, a couple wishing to marry can register at any branch of the Rabbinate in the country, and not only the branch in its place of residence, as was the case until now.

Zionist Newspaper Spells Out Laws Prohibiting Mixed Marriages in I$raHell


The leading Zionist newspaper Haartez has finally completely admitted that the Zionist state forbids Jews from marrying non-Jews, and also outlaws same-sex marriage—policies which these same Jewish Supremacists would call “racist” in any other country.


The admission by Haaretz comes after years of denial by Jewish Supremacists around the globe that Israeli marriage laws are based on race.

The article in Haaretz, dated June 3, 2014, is titled “Who would you be allowed to marry in Israel today?” and starts off with a highly informative flow-chart graphic which spells out in detail exactly how Jewish marriage laws work.

According to Haaretz, marriage in the Jewish state is entirely under the purview of religious authorities.

“There is no civil marriage. Jews can only be married in a religious ceremony, by an Orthodox rabbi under the authority of the Chief Rabbinate, the top religious authority for Jews in Israel,” Haaretz says.

“This means there is also no interfaith marriage between Jews and non-Jews, since Orthodox Judaism does not allow mixed unions.

“Israelis who belong to other streams of Judaism, such as Reform or Conservative, must still tie the knot in front of an Orthodox rabbi in a traditional ceremony if they want their marriage to be recognized by the state.”

Haaretz goes on to reveal exactly how exclusivist the Jewish Supremacist racial marriage laws are, by pointing out that Jews in I$raHell who “only” have one Jewish parent or grandparent, are also not allowed to marry “full” Jews:

“This religious monopoly, which has no equal among other Western democracies, puts people whose religious status is registered as ‘other’ in a particularly precarious position. This mainly affects immigrants from the former Soviet Union who received Israeli citizenship because they had at least one Jewish parent or grandparent, but are not considered Jews under religious law, which require a person’s mother to be Jewish.”

The Haaretz article then goes on to reveal how the Zionist state attempted to resolve this issue, by bringing in a law which effectively forced these “not completely pure” Jews to marry from within their own community rather than mix with the “real” Jews:

“In 2010, in an attempt to solve this issue, the Knesset passed a law that recognizes civil unions, but only if both partners are registered as not belonging to any religion. Civil rights groups criticized the law for being too restrictive and stigmatizing because, in practice, it forces these immigrants to marry only amongst themselves.”

Haartez goes on to state that the effectiveness of this law is further revealed by the fact that, according to the Zionist Interior Ministry, only an average of 18 couples a year have taken advantage of the new law.

Finally, the article reveals, “Same-sex couples are also excluded from marrying.”

The important issue to remember in all of this is that the organized Jewish lobby in America—and other countries around the world—all fanatically support I$raHell.

Yet at the same time, these Jewish lobbies all support policies in America and all their other host nations which are the exact opposite to those policies they support in I$raHell.

It is the old story: one standard for the Jewish Supremacists, another for the Goyim.

The Haaretz article is also deceptive in the sense that it tries to portray I$raHell’s marriage laws as something which only concerns religion. Of course, they are nothing of the sort, and are specifically racial in their application.

The reality that I$raHell’s marriage laws are racial, not religious, was proven in 2002, when, in an article published by the Jewish Telegraphic Agency (JTA) revealed that even “converts” to Judaism were not allowed to marry Jews.

According to that article, titledCourt Accepts Reform, Conservative Conversions in Israel; Orthodox Vow to Fight On”, a decision by the Zionist  government to recognize non-orthodox conversions was dismissed by the Orthodox rabbinate–who control marriage laws in I$raHell.

“The decision will very much confuse these ‘converts’ whose conversions, in my view, do not hold,” Zionist chief Ashkenazic rabbi, Yisrael Meir Lau, told Army Radio.

“Their identity cards will be worthless. Tomorrow if they want to register to get married, the day after if they go to the Immigration Ministry to ask for their basket of benefits or citizenship, they’ll be told, ‘No, you’re only thought of as a Jew on the population rolls, while as far as everything else goes, you remain in your goyishness.’ “

Jewish Supremacist Hypocrisy: As Africans Beg to Flee Racist I$raHell, ADL Demands Open Borders for America


The dramatic attempt by over a thousand Africans being held prisoner by the Zionist regime in Israel to flee across the border into Egypt rather than face continued Jewish racism, has once again highlighted the incredible hypocrisy of the Israel-supporting Anti-Defamation League (ADL), which has demanded an “open border” policy for America.

The Africans, all being held at the Holon detention center in southern Israel, have announced that the racism and hatred which they encounter from the Israeli state and public is so bad that they would prefer to be sent back “to be shot” or at the very least sent to another country.

According to a report in the Times of Israel, the Africans who tried to flee Israel were arrested and thrown into the Saharonim prison, which is located next to Holon.Nitzana06







If such a thing should happen in America, or any other country in the world, the ADL and other Jewish Supremacist organizations would be the first to start screaming “racism” and “oppression” and be calling for their release.

However, because this is Israel, the ADL and the other Jewish Supremaicst gangs which claim to be “civil rights” organizations are completely silent and continue to support their country no matter what.

The Times of Israel article also revealed some of the conditions under which the Africans are detained in Israel—once again, if the American government dared to implement even one of these measures to stop illegal immigration, the ADL and their fellow extortionists would be the first to complain.

According to the Times of Israel, the Zionist state will only send Africans back to “their home countries—where they would face repressive regimes—or to one of a few third-party countries whose identity Israel has declined to publicize.”

These “third-party countries include Sweden and Uganda, it was revealed elsewhere.

The Times of Israel goes on to describe the conditions under which the Africans are kept at Holot:

Freedom of movement is restricted as they [the Africans] must stand for roll call three times daily. The detainees have no release date. Failure to show for roll call, or refusal to answer the summons to Holot, are punishable with prison time.

“It was horrible to be in Holot and to be in prison,” said Philemon Rezene, 26, an Eritrean chosen to represent the protesters at a Tel Aviv news conference Sunday. “They had a very miserable life. There was a shortage of food, a shortage of sanitation, a shortage of medical care. They were always under strict control. They wanted at least to be free in an open area.”

But Israel says they are economic migrants seeking a higher standard of living, and it fenced off its border with Egypt in 2012 to prevent future migrants from entering. Anyone who crosses Israel’s border illegally now faces a year in prison.

The ADL fully supports Israel. On the ADL website, there is even a special section devoted to explaining to American Jews how to become involved in supporting the Zionist state, with “fact sheets” and advice on how to argue the case. The ADL even organizes trips to Israel for supporters.


Most telling, however, is the fact that the ADL has formally demanded of the US Congress that it implements immigration policies which are the exact opposite of those it supports in Israel.

According to the ADL website, it submitted a memorandum to Congress in 2013 which proposed “needed reform of America’s immigration system.”


According to the ADL, it “welcomes Administration and bipartisan Congressional support for reform that includes earned legalization with a path to citizenship for unauthorized immigrants already living in the United States,” and then incredibly, demands that the US  adopt policies which “support a pathway to earned citizenship for their neighbors who want nothing more than to come out of the shadows, to contribute to society, and to follow the rules without fear of deportation and separation from their loved ones.”

Just like Africans are treated in the ADL’s beloved Israel, one presumes?

The Jewish Supremacist strategy is clear and open: it is to destroy the peace, harmony and fabric of all other nations, while strictly implementing rules which are designed to violently keep Israel Jewish.

It is the old tactic of divide-and-conquer.

* Even the deportations to Sweden from Israel have a familiar echo to them. World Zionist Youth Leader Demands ‘More than 300 Palestinian Foreskins’


The Israeli army must be turned into “avengers” who will “not stop at taking 300 [Palestinian] foreskins” to pay the “price of blood” as revenge for recent events in Israel, the leader of the world’s largest Zionist organization has announced.


Rabbi Noam Perel, who is secretary-general of World Bnei Akiva, officially the largest religious Zionist youth movement in the world, with over 125,000 members in 37 countries, made the remarks on his Facebook page last week.


“An entire nation and thousands of years of history demand revenge,”Perel posted on his Facebook page.

“The government of Israel is gathering for a revenge meeting that isn’t a grief meeting. The landlord has gone mad at the sight of his sons’ bodies. A government that turns the army of searchers to an army of avengers, an army that will not stop at 300 Philistine foreskins,” Perel wrote, referring to the biblical tale of David told in I Samuel 18:23-27, (where David killed 200 Philistines and gave their foreskins to King Saul as the bride price for his daughter. In biblical parlance, the “Philistines” were inhabitants of Palestine who were displaced by the Jewish invasion under Moses, and who were as a result hostile—exactly like today’s “Palestinians”, and the two terms are therefore often interchanged in contemporary Israel).

“The disgrace will be paid for with the blood of the enemy, not with our tears,” Perel concluded.

Perel posted the same message in a Facebook group of World Bnei Akiva envoys. After receiving thousands of likes, Perel realized that he had blown the pretense which Zio-leaders are supposed to hold to divert attention away from their true intentions, and removed the past, saying that anyone who criticized him had “misunderstood the post.”

Perel’s racism is simply a continuation of the Jewish Supremacist ideology which is so deeply embedded in the Zio-regime.


According to the World Bnei Akiva website, the organization is “dedicated to fighting intermarriage and social assimilation”—in other words, it actively campaigns against Jews defiling their blood through mixing with non-Jews.

World Bnei Akiva also “encourages immigration to Israel by deepening Jewish identity” and by “strengthening and connecting the Jewish nation abroad to the values of religious-Zionism and the state of Israel”—in other words, it actively promotes the single-loyalty ideology which underpins all the manifestations of Jewish Supremacy, Zionist or otherwise.

Perel’s remarks have, of course, not seen the light of day in the Jewish Supremacist-controlled mass media which is directed at Gentile consumption.

The reader is asked once again to consider what would this same media’s reaction be to an announcement by the leader of any, say American Christian youth group, which called for the American army to become an “army of avengers” who would “not stop at 300 Jewish foreskins” to “pay the price in blood” for an Israeli atrocity against America (such as the attack on the USS Liberty, for example).

The same Jewish Supremacist controlled media which keeps quiet about Perel’s remarks, would be up in arms if any non-Jew had said such a thing.

Once again, it is one rule for the Jews, another for the hated Gentiles.

In all major regions of the world, the economic recession is deep-seated, resulting in mass unemployment, the collapse of state social programs and the impoverishment of millions of people. The economic crisis is accompanied by a worldwide process of militarization, a “war without borders” led by the United States of America and its NATO allies. The conduct of the Pentagons “long war” is intimately related to the restructuring of the global economy.


We are not dealing with a narrowly defined economic crisis or recession. The global financial architecture sustains strategic and national security objectives. In turn, the U.S.-NATO military agenda serves to endorse a powerful business elite which relentlessly overshadows and undermines the functions of civilian government.

This book takes the reader through the corridors of the Federal Reserve and the Council on Foreign Relations, behind closed doors at the Bank for International Settlements, into the plush corporate boardrooms on Wall Street where far-reaching financial transactions are routinely undertaken from computer terminals linked up to major stock markets, at the touch of a mouse button.

Each of the authors in this collection digs beneath the gilded surface to reveal a complex web of deceit and media distortion which serves to conceal the workings of the global economic system and its devastating impacts on peoples lives. Our analysis focuses on the role of powerful economic and political actors in an environment wrought by corruption, financial manipulation and fraud.

Despite the diversity of viewpoints and perspectives presented within this volume, all of the contributors ultimately come to the same conclusion: humanity is at the crossroads of the most serious economic and social crisis in modern history.

The meltdown of financial markets in 2008-2009 was the result of institutionalized fraud and financial manipulation. The “bank bailouts” were implemented on the instructions of Wall Street, leading to the largest transfer of money wealth in recorded history, while simultaneously creating an insurmountable public debt.

With the worldwide deterioration of living standards and plummeting consumer spending, the entire structure of international commodity trade is potentially in jeopardy. The payments system of money transactions is in disarray. Following the collapse of employment, the payment of wages is disrupted, which in turn triggers a downfall in expenditures on necessary consumer goods and services. This dramatic plunge in purchasing power backfires on the productive system, resulting in a string of layoffs, plant closures and bankruptcies. Exacerbated by the freeze on credit, the decline in consumer demand contributes to the demobilization of human and material resources.

This process of economic decline is cumulative. All categories of the labor force are affected. Payments of wages are no longer implemented, credit is disrupted and capital investments are at a standstill. Meanwhile, in Western countries, the “social safety net” inherited from the welfare state, which protects the unemployed during an economic downturn, is also in jeopardy.

The Myth of Economic Recovery

The existence of a “Great Depression” on the scale of the 1930s, while often acknowledged, is overshadowed by an unbending consensus: “The economy is on the road to recovery”.

While there is talk of an economic renewal, Wall Street commentators have persistently and intentionally overlooked the fact that the financial meltdown is not simply composed of one bubble the housing real estate bubble which has already burst. In fact, the crisis has many bubbles, all of which dwarf the housing bubble burst of 2008.

Although there is no fundamental disagreement among mainstream analysts on the occurrence of an economic recovery, there is heated debate as to when it will occur, whether in the next quarter, or in the third quarter of next year, etc. Already in early 2010, the “recovery” of the U.S. economy had been predicted and confirmed through a carefully worded barrage of media disinformation. Meanwhile, the social plight of increased unemployment in America has been scrupulously camouflaged. Economists view bankruptcy as a microeconomic phenomenon.

The media reports on bankruptcies, while revealing local-level realities affecting one or more factories, fail to provide an overall picture of what is happening at the national and international levels. When all these simultaneous plant closures in towns and cities across the land are added together, a very different picture emerges: entire sectors of a national economy are closing down.

Public opinion continues to be misled as to the causes and consequences of the economic crisis, not to mention the policy solutions. People are led to believe that the economy has a logic of its own which depends on the free interplay of market forces, and that powerful financial actors, who pull the strings in the corporate boardrooms, could not, under any circumstances, have willfully influenced the course of economic events.

The relentless and fraudulent appropriation of wealth is upheld as an integral part of “the American dream”, as a means to spreading the benefits of economic growth. As conveyed by Michael Hudson, the myth becomes entrenched that “without wealth at the top, there would be nothing to trickle down.” Such flawed logic of the business cycle overshadows an understanding of the structural and historical origins of the global economic crisis.

Financial Fraud

Media disinformation largely serves the interests of a handful of global banks and institutional speculators which use their command over financial and commodity markets to amass vast amounts of money wealth. The corridors of the state are controlled by the corporate establishment including the speculators. Meanwhile, the “bank bailouts”, presented to the public as a requisite for economic recovery, have facilitated and legitimized a further process of appropriation of wealth.

Vast amounts of money wealth are acquired through market manipulation. Often referred to as “deregulation”, the financial apparatus has developed sophisticated instruments of outright manipulation and deceit. With inside information and foreknowledge, major financial actors, using the instruments of speculative trade, have the ability to fiddle and rig market movements to their advantage, precipitate the collapse of a competitor and wreck havoc in the economies of developing countries. These tools of manipulation have become an integral part of the financial architecture; they are embedded in the system.

The Failure of Mainstream Economics

The economics profession, particularly in the universities, rarely addresses the actual “real world” functioning of markets. Theoretical constructs centered on mathematical models serve to represent an abstract, fictional world in which individuals are equal. There is no theoretical distinction between workers, consumers or corporations, all of which are referred to as “individual traders”. No single individual has the power or ability to influence the market, nor can there be any conflict between workers and capitalists within this abstract world.

By failing to examine the interplay of powerful economic actors in the “real life” economy, the processes of market rigging, financial manipulation and fraud are overlooked. The concentration and centralization of economic decision-making, the role of the financial elites, the economic thinks tanks, the corporate boardrooms: none of these issues are examined in the universities economics programs. The theoretical construct is dysfunctional; it cannot be used to provide an understanding of the economic crisis.

Economic science is an ideological construct which serves to camouflage and justify the New World Order. A set of dogmatic postulates serves to uphold free market capitalism by denying the existence of social inequality and the profit-driven nature of the system is denied. The role of powerful economic actors and how these actors are able to influence the workings of financial and commodity markets is not a matter of concern for the disciplines theoreticians. The powers of market manipulation which serve to appropriate vast amounts of money wealth are rarely addressed. And when they are acknowledged, they are considered to belong to the realm of sociology or political science.

This means that the policy and institutional framework behind this global economic system, which has been shaped in the course of the last thirty years, is rarely analyzed by mainstream economists. It follows that economics as a discipline, with some exceptions, has not provided the analysis required to comprehend the economic crisis. In fact, its main free market postulates deny the existence of a crisis. The focus of neoclassical economics is on equilibrium, disequilibrium and “market correction” or “adjustment” through the market mechanism, as a means to putting the economy back “onto the path of self-sustained growth”.

Poverty and Social Inequality

The global political economy is a system that enriches the very few at the expense of the vast majority. The global economic crisis has contributed to widening social inequalities both within and between countries. Under global capitalism, mounting poverty is not the result of a scarcity or a lack of human and material resources. Quite the opposite holds true: the economic depression is marked by a process of disengagement of human resources and physical capital. Peoples lives are destroyed. The economic crisis is deep-seated.

The structures of social inequality have, quite deliberately, been reinforced, leading not only to a generalized process of impoverishment but also to the demise of the middle and upper middle income groups.

Middle class consumerism, on which this unruly model of capitalist development is based, is also threatened. Bankruptcies have hit several of the most vibrant sectors of the consumer economy. The middle classes in the West have, for several decades, been subjected to the erosion of their material wealth. While the middle class exists in theory, it is a class built and sustained by household debt.

The wealthy rather than the middle class are rapidly becoming the consuming class, leading to the relentless growth of the luxury goods economy. Moreover, with the drying up of the middle class markets for manufactured goods, a central and decisive shift in the structure of economic growth has occurred. With the demise of the civilian economy, the development of Americas war economy, supported by a whopping near-trillion dollar defense budget, has reached new heights. As stock markets tumble and the recession unfolds, the advanced weapons industries, the military and national security contractors and the up-and-coming mercenary companies (among others) have experienced a thriving and booming growth of their various activities.

War and the Economic Crisis

War is inextricably linked to the impoverishment of people at home and around the world. Militarization and the economic crisis are intimately related. The provision of essential goods and services to meet basic human needs has been replaced by a profit-driven “killing machine” in support of Americas “Global War on Terror”. The poor are made to fight the poor. Yet war enriches the upper class, which controls industry, the military, oil and banking. In a war economy, death is good for business, poverty is good for society, and power is good for politics. Western nations, particularly the United States, spend hundreds of billions of dollars a year to murder innocent people in far-away impoverished nations, while the people at home suffer the disparities of poverty, class, gender and racial divides.

An outright “economic war” resulting in unemployment, poverty and disease is carried out through the free market. Peoples lives are in a freefall and their purchasing power is destroyed. In a very real sense, the last twenty years of global “free market” economy have resulted, through poverty and social destitution, in the lives of millions of people.

Rather than addressing an impending social catastrophe, Western governments, which serve the interests of the economic elites, have installed a “Big Brother” police state, with a mandate to confront and repress all forms of opposition and social dissent.

The economic and social crisis has by no means reached its climax and entire countries, including Greece and Iceland, are at risk. One need only look at the escalation of the Middle East Central Asian war and the U.S.-NATO threats to China, Russia and Iran to witness how war and the economy are intimately related.

Is changing the I$raHell mindset possible?

In a recent article, Charting a new course, Alon Ben-Meir made the statement that “Only the Palestinians can modify and subsequently change the Israelis’ mindset.” The modification and subsequent change he hopes for would climax with a majority of Israel’s Jews insisting that their leaders stop being the victims of their own propaganda and make peace on terms the Palestinians could accept.

As those familiar with my work know, I think most Israeli Jews have been brainwashed by Zionist propaganda to the point where they are and will most likely remain beyond reason on the matter of justice for the Palestinians. But in this article, and for the sake of discussion, I am going to take Ben-Meir’s argument a big step forward and explore how, perhaps, the Israeli mindset could be changed.

For those not familiar with the Baghdad-born, Jewish-American Alon Ben-Meir, he is a widely respected expert on the Middle East. He is also a self-declared “passionate proponent” of the Arab Peace Initiative, of which more later.

The essence of his case is that the Palestinians must recognize that the average Israeli believes they do not seek real peace and are still committed to Israel’s destruction.

Opening the Israeli mind to the truth

That is indeed what most Israelis have been conditioned to believe, so the key question seems to me to be something like this. What could be done and by whom to open Israeli minds to the truth?

The essence of the truth to which all Israeli Jews need to be exposed is in two parts.

Arafat’s historic compromise

Leaving aside the fact that despite some stupid rhetoric to the contrary, the Arab regimes never, ever, had any intention of fighting Israel to liberate Palestine, the first is that the pragmatic Palestinian leader, Yasser Arafat, prepared the ground on his side for peace on terms which any rational Israeli government would have accepted with relief as far back as the end of 1979 – more than 35 years ago! He did it by persuading the Palestine National Council (PNC), then the highest decision-making Palestinian body, to endorse by 296 votes to four his policy of politics and what until then had been unthinkable compromise with Israel.

From then on the deal available to Israel was peace based on an end to its occupation of the West Bank and the Gaza Strip to create the space for a viable Palestinian state with East Jerusalem its capital or the whole of Jerusalem an open, undivided city and the capital of two states. Arafat subsequently informed Israeli leaders through secret emissaries that he and his senior Fatah leadership colleagues accepted that the Palestinian right of return would have to be restricted to the land of the sovereign Palestinian state. (It took Arafat 10 long years to sell the idea of unthinkable compromise with Israel first to his Fatah leadership colleagues and then the PNC. At the beginning of this demonstration of real leadership he knew he was putting his credibility with his own people and perhaps even his life on the line. Israel’s response was an invasion of Lebanon all the way to Beirut where the PLO was then based with the aim of exterminating its entire leadership and destroying its infrastructure.)

Arab Peace Initiative

The second part of the essence of the truth to which all Israeli Jews need to be exposed is that there is on the table, and has been since 2002, an Arab peace plan. Because I am going to suggest that a massive promotion of it offers perhaps the only hope for changing the Israeli mindset, let’s now take a look at it.

Formally known as the Arab Peace Initiative (API), it was first presented on 27 March 2002 at the Beirut Summit of the Arab League by then Crown Prince and today King Abdullah of Saudi Arabia. (Arafat was unable to attend the summit because Sharon’s government told him that if he left the occupied West Bank he would not be allowed to return). The API has since been re-endorsed by Arab leaders on a number of occasions.

What’s in the API for Israel?

An end to the conflict and with the signing of a comprehensive peace agreement the establishment of normal relations between Israel and the entire Arab world (and also, although the API does not say so, the establishment of normal relations between Israel and the entire Muslim world including Iran).

What does Israel have to do to secure this deal?

It has to end its occupation of all Arab land (including the Syrian Golan Heights) grabbed in 1967. It has to accept the establishment of an independent and sovereign Palestinian state on the West Bank and the Gaza Strip with East Jerusalem its capital. And it has to agree to a just solution of the Palestinian refugee problem in accordance with UN General Assembly resolution 194 of 11 December 1948.

This resolution states that

the refugees wishing to return to their homes and live at peace with their neighbours should be permitted to do so at the earliest possible date, and that compensation should be paid for the property of those choosing not to return and for the loss or damage of property which, under principles of international or in equity, should be made good by the governments or authorities responsible.

One of several given reasons for the instant, knee-jerk rejection by Israel’s leaders of the API when it was first presented was that the return of Palestinian refugees would swamp the “Jewish state” and turn it into an Arab state. From Zionism’s pathological perspective that fear was well grounded. But if Israel’s leaders had been interested in peace on terms other than their own – which require a Palestinian surrender to Zionism’s will – they could have discovered through back-channel exploration that the API was open to negotiation so far as Arab leaders were concerned. Saudi Arabia’s foreign minister, Prince Saud al-Faisal, subsequently said so.

In particular, Israel’s leaders could have discovered that if they engaged in good faith negotiations for a comprehensive peace arising out of the API, the Arabs would effectively endorse Arafat’s pragmatism by accepting that the return of Palestinian refugees would have to be restricted to the territory of the Palestinian state – not Israel inside its borders as they were on 4 June 1967.

As I have pointed out in previous articles, Arafat was well aware that if his pragmatism on the matter of the return of the refugees had become public while he was preparing the ground on his side for peace, he would have been accused by some Palestinians of betraying their cause. When I discussed this with Arafat he made two comments. One was to the effect that it was better for the Palestinians to have “some justice rather than none”. The other was an expression of his hope that a two-state peace might lead eventually to a one-state by mutual consent. So he did not regard his compromise on the return of the refugees as necessarily closing that door for ever.

The other thing Israel’s leaders could have discovered about the flexibility of the API is that its requirement for East Jerusalem to be the capital of the Palestinian state is not a take it or leave it option. If Israel’s leaders were prepared to negotiate for a real peace, Arab leaders would be very open to the idea that Jerusalem should be an undivided, open city and the capital of two states.

To sum up so far: in return for an end to its occupation of all Arab land grabbed in 1967 (in a war of Israeli aggression not self-defence) the API offered and still offers Israel a comprehensive peace with the governments and therefore the vast majority of the peoples of the entire Arab and wider Muslim worlds. (Within that context it’s reasonable to assume that violent Islamic fundamentalism in all its manifestations could be isolated, contained and defeated.)

The main reason why Israel’s leaders are not under any internal pressure to take the API seriously is, as indicated by public opinion polls, that the vast majority of (Jewish) Israelis have not been informed about it.

That being so the question arising is this.

Would the truth open Israeli minds?

Would knowledge of the API, I mean a real and true understanding of what it offers Israel, be enough to change the mindset of a significant majority of Israelis to the point where they insisted that their leaders responded positively to it in order to get good faith negotiations for a comprehensive peace underway.

For the sake of discussion I am going to assume that the answer is “Perhaps”.

In that light the question that needs to be asked and answered is this.

What can be done to inform all Israelis about what is on offer to them in the API?

My answer is that the Arab League should call and push for the convening of a special session of the UN General Assembly to focus on the API.

The UN Charter (Chapter IV, Article 20) provides for the General Assembly to meet in special sessions. It states:

The General Assembly shall meet in regular annual sessions and in such special sessions as occasion may require. Special sessions shall be convoked by the secretary-general at the request of the Security Council or of a majority of the members of the United Nations.

So, if the Obama administration blocked a request for a special session on the API from the Security Council to the secretary-general, it could be made to happen by a majority of all the member countries.

At the special session the foreign ministers of each and every country in the Arab and wider Muslim world would re-endorse the API, spell out what is in it for Israel and indicate that if Israel was prepared to negotiate in good faith, a final agreement for a comprehensive peace would state that the return of Palestinian refugees is to be restricted to the territory of an independent and sovereign Palestine (with compensation for those unable to return), and, that Jerusalem would be an undivided, open city and the capital of two states.

In their own and various ways Arab and other Muslim foreign ministers could also take the opportunity to speak directly to all Israeli Jews. The main message to them would boil down to something like this.

If you really want peace on terms that guarantee your security and wellbeing and an acceptable amount of justice for the Palestinians, it’s time for you to stop believing the propaganda of your leaders and insist that they negotiate in good faith. Peace and security for all is there for the taking so far as the Arab and wider Muslim worlds are concerned.

Media coverage of such an event ought to guarantee that most if not all Israelis were made aware of what they had to gain from a real peace process kick started by the API. No doubt some writers, broadcasters and other commentators in the Israeli media would assert that it was all an Arab and other Muslim confidence trick, and that Arabs and all Muslims were never to be trusted. But the message from such an event would be clear to all but those whose minds have been closed and locked by decades of Zionist propaganda

Question. Would such an event be enough to change the mindset of a majority of Israeli Jews and cause them to insist that their leaders be serious about negotiating a comprehensive peace on terms that would provide an acceptable amount of justice for the Palestinians and security for all?

My answer is, probably not but it’s well worth a try.

Last question. Does the Arab League have the political will to take such an initiative?

My answer is, probably not but it should.

Palestinian armed groups in Gaza have launched scores of rockets into Israel since June 13, 2014. When fired indiscriminately or targeted at Israeli population centers – as these attacks seem to be – they are serious violations of the law of armed conflicts. Israel has conducted scores of airstrikes in Gaza, including attacks that destroyed five houses, one of which killed seven people, including at least three children. Attacks on the homes of fighters that do not serve an immediate military purpose – as, again, some of these seem to be – are acts of collective punishment, which the laws of war prohibit.

“Regardless of who started this latest round, attacks targeting civilians violate basic humanitarian norms,” said Joe Stork, deputy Middle East and North Africa director. “All attacks, including reprisal attacks, that target or indiscriminately harm civilians are prohibited under the laws of war, period.”

Statements attributed to an armed group said that rocket attacks on July 7 were directed at Israeli towns and cities in reprisal for Israeli abuses, but violations by one party to a conflict never justify abuses by another side, Human Rights Watch said.

Israeli officials claimed that Palestinian fighters lived in the targeted homes. In two cases, Israeli forces reportedly warned residents of houses in the southern Rafah and Khan Yunis governorates to leave minutes before attacking the buildings. Since any fighters in the house presumably leave after such warnings, the attacks appear intended to destroy the houses themselves, which shelter family members who have nothing to do with an armed group. The military spokesperson stated on July 8 that the military had targeted four homes of “Hamas activists who are involved in terrorist activities.”

Armed groups in Gaza launched 47 rockets that landed in Israel or were intercepted by Israel’s “Iron Dome” anti-rocket system from June 13 to July 1, according to an Israeli source, and scores more since then. The UN reported 160 rocket launches from Gaza on July 7 and 8, though it was not clear how many hit Israel.

A rocket launched from Gaza on June 24 fell short of its intended target in Israel and killed a three-year-old Palestinian girl and injured three other children in Beit Lahiya. On June 28, a rocket fired from Gaza started a blaze that injured four civilians when it landed on a plastics factory in the Israeli town of Sderot. Another rocket hit a building used for day care in Sderot on July 3, but caused no casualties, media reports said.

The UN reported that between June 11 and July 6, Israeli airstrikes and tank shelling in Gaza killed 12 alleged members of Palestinian armed groups and one child, injured 30 people, mostly civilians, and damaged 11 schools, a well serving 15,000 people, and a health center and a warehouse operated by the UN Relief and Works Agency. During this period Israeli airstrikes, targeting what the military said were sites used by Palestinian armed groups on June 24 and 25, injured 10 civilians and damaged eight houses and two workshops, according to UN monitoring reports. Israeli airstrikes and naval shelling injured eight civilians in Khan Yunis on June 27, and on June 26 and 28 Israeli forces stationed at the Gaza perimeter fence shot and injured three civilians in the area, the UN reported.

According to rights groups and the Gaza health ministry, Israeli attacks from the beginning of the military operation on July 7 to July 9 reportedly killed 35 people, including nine children, and wounded more than 100, in Gaza. Of the 15 deaths reported on July 7 and 8, witnesses quoted by news reports and rights groups have so far identified eight as members of Palestinian armed groups.

An airstrike targeting the home of an alleged member of an armed group in Khan Yunis on July 8 killed seven people, including as many as six children, and injured 25, according to Palestinian news reportsand a report by al-Mezan, a Palestinian rights group. Human rights groups and news media reported that victims included other civilian residents of Khan Yunis who had gathered at the building to prevent an Israeli airstrike after Israeli forces had fired a small missile at the building as a warning.

A warning, which can help avoid civilian casualties, does not absolve the attacking party from targeting only military objectives or from the duty to refrain from any attack if anticipated civilian casualties and damage to civilian property in the circumstances of the actual attack are disproportionate to the expected military advantage, Human Rights Watch said.

Palestinian fighters engaged in armed conflict with Israel, and homes that armed groups use to store arms or for other military purposes, could be considered combatants and military objectives, although attacks directed at military objectives need to be proportionate and discriminate. There have been no reports of secondary explosions after Israeli airstrikes on the homes, which would have indicated that armed groups had stored explosives or rockets there. Israel has not explained what military advantage it gained by attacking the homes.

The armed wing of the Popular Resistance Committees and al-Qassam Brigades, the Hamas armed wing, have both claimed responsibility for rocket launches. On July 7, al-Qassam emailed a statement to journalists in Gaza stating, “Al-Qassam Brigades strike the Israeli towns of Ashdod, Ashkelon and Netivot by dozens of rockets in response to the Zionist aggression.” AFP reported another statement by al-Qassam that claimed responsibility for rocket launches targeting the Israeli town of Ofakim.

The unguided rockets launched by Gaza armed groups are inherently indiscriminate and incapable of being targeted at possible military targets in or near Israeli population centers, Human Rights Watch said. The laws of armed conflict prohibit indiscriminate as well as deliberate attacks on civilians.

Statements on a Twitter account that says it is affiliated to al-Qassam claimed that rocket launches on July 7 were intended as reprisals for Israeli abuses against Palestinians in the West Bank.

Years of punitive Israeli restrictions on imports of fuel, electricity, and equipment needed to repair Gaza’s electrical grid, in addition to Egypt’s refusal to open its border to increased shipments of goods to Gaza, have left Gaza’s medical facilities and personnel ill-equipped to cope with large numbers of casualties.

Mahmoud Daher, head of the World Health Organization’s Gaza office, told Human Rights Watch that hospitals have only enough fuel reserves to run their electricity generators, which they depend on during rolling power cuts, for two weeks. Hospitals have cancelled all elective surgeries, Daher said. In addition, 30 percent of 122 essential medical items and 53 percent of medical disposables are out of stock in Gaza, according to the Gaza Health Ministry.

“The preparedness of the health sector in Palestine is at the lowest level ever, and any escalation in the [security] situation could lead to collapse,” with Gaza hospitals unable to cope with large numbers of wounded, Daher said.

Israel and Egypt should facilitate shipments of medical supplies and fuel to hospitals, if fighting escalates, and ensure the ability of Palestinians seeking medical care elsewhere to leave the Gaza Strip, Human Rights Watch said.

The Israeli military announced on July 6 that it had cut in half the area in which Gaza fishermen are allowed to fish, from six nautical miles to three, without explanation. Israel has not alleged that fishermen are in any way responsible for military attacks or a security threat, raising concerns that the restrictions amount to collective punishment.

“Since 2008, there has been no justice in dozens of well-documented unlawful Israeli attacks in Gaza, while armed groups in Gaza continue to launch illegal rocket attacks with impunity,” Stork said. “Both Israel and Palestine could seek to deter war crimes by requesting the jurisdiction of the International Criminal Court.”

The Congolese army and UN peacekeepers left civilians in Mutarule to be slaughtered even though they got desperate calls for help when the attack began. Both the army and MONUSCO need to determine what went wrong and make sure such atrocities don’t happen again on their watch.

(Goma) – Congolese forces and United Nations peacekeepers failed to intervene to stop a nearby attack that killed at least 30 civilians. The attack was in eastern Democratic Republic of Congo’s South Kivu province on June 6, 2014.

Human Rights Watch research found that a senior Congolese army officer stationed nearby, who had been repeatedly warned and informed of the attack by armed assailants in the village of Mutarule, did not act to stop the killings. Members of the UN peacekeeping mission in Congo, MONUSCO, based 9 kilometers away, were also aware of the attack but did not intervene, and only visited Mutarule two days after the massacre.

“The Congolese army and UN peacekeepers left civilians in Mutarule to be slaughtered even though they got desperate calls for help when the attack began,” said Anneke Van Woudenberg, Africa advocacy director at Human Rights Watch. “Both the army and MONUSCO need to determine what went wrong and make sure such atrocities don’t happen again on their watch.”

Congolese military authorities opened an investigation into the attack and arrested two army officers and a civilian, but have not yet charged them. None of the attackers has been arrested.

The massacre occurred amid rising tensions between the Bafuliro and the Barundi and Banyamulenge ethnic groups. During a week-long Human Rights Watch research mission in and around Mutarule in mid-June, victims and witnesses described how a group of armed assailants, some of whom wore military uniforms and spoke Kirundi and Kinyamulenge – the languages of the Barundi and Banyamulenge – attacked an outdoor church service in the Bafuliro section of Mutarule.

The assailants opened fire on nearly 200 people who were gathered outside the church between 8 p.m. and 9 p.m. As people ran for cover, some were hit by gunfire or grenade shrapnel. The assailants then entered the worship area and started shooting people. They also targeted a health center and several houses, shot people at point-blank range, and then burned them to death. The victims included men, women, and at least eight children – among them a 4-year-old boy with mental and physical disabilities who was burned to death. Most of those killed were from the Bafuliro ethnic group.

One woman, who hid during the attack but was found by the assailants, told Human Rights Watch: “I said to them: ‘Please don’t kill me. I’m an old woman. What can I do to you?’ One said: ‘Bring the flashlight.’ When they brought it, another said: ‘What sort of old woman is this? Kill her.’ Then one of them took the bayonet on his gun and stabbed me here [in my ribs and breast].”

The South Kivu military prosecutor opened an investigation into the massacre on June 10. In the following two weeks, several provincial and national government officials visited Mutarule and surrounding areas to investigate the attack and show their support and solidarity with the victims and survivors. Human Rights Watch urged Congolese judicial authorities to bring the assailants responsible for the massacre to justice promptly, in accordance with international fair trial standards.

“Allegations that soldiers close to the scene of the massacre were given direct orders not to intervene raises serious questions about the military’s response to the attack,” Van Woudenberg said. “The military should investigate whether officers deliberately blocked efforts to protect civilians under attack and hold all those responsible to account.”

Residents of the village repeatedly called MONUSCO peacekeepers as the attack was going on. They then set up a small, temporary base on the outskirts of the village. In the ensuing two weeks, the MONUSCO force commander, Gen. Carlos Alberto Dos Santos Cruz, and the UN special representative for the secretary-general in Congo, Martin Kobler, visited Mutarule and surrounding areas. MONUSCO issued a news release on June 7, condemning the attack and saying that peacekeepers would take measures to protect the local population in Mutarule. Maj. Mohammed Shaban, the Pakistani commander of the MONUSCO peacekeepers’ base in Sange, 9 kilometers from Mutarule, was replaced by a new commander on June 22.

“UN peacekeepers are providing a false sense of security if they don’t even respond when the local protection committees they helped set up ring the alarm bell,” Van Woudenberg said. “Continuing tensions and the risk of further attacks mean that the UN should take immediate action to uncover what went wrong at Mutarule and make sure that UN commanders have the authority to respond quickly to any new threats.”

Tensions between the Bafuliro and Barundi and Banyamulenge remain high in the aftermath of the massacre. An anonymous flyer written in Swahili and distributed on June 16 in Uvira, the main town south of Mutarule, suggested that the Bafuliro would be taking the law into their own hands. It said: For any person found transporting Banyamulenge, “whether by bicycle, motorcycle, or in his car, it’s finished; he and his client will be burned together.”

Accounts of Victims, Witnesses

Human Rights Watch spoke to many witnesses who survived the attack in Mutarule. A 23-year-old woman who was outside in the church worship area when the attack started told Human Rights Watch:

We heard bullets coming from all sides. We all got down on the ground. They came in by the door and were in camouflage military uniforms. There were many of them. The first one said: “Exterminate them.” He said this in Kirundi. Then they started shooting. Next to me was a human rights activist named Akili. He was shot and died immediately. My sister was shot in the leg and injured. We lay on the ground and pretended we were dead.

Photographs taken after the attack, viewed by Human Rights Watch, showed a girl whose stomach was lacerated and children burned beyond recognition. Human Rights Watch researchers visited the communal gravesite of the 30 civilians who were killed. The researchers found AK-47 caliber bullet casings at the scene of the attack, as well as the burned remains of at least 12 homes.

A 28-year-old pregnant woman who was injured during the attack told Human Rights Watch how she hid in her house after the attack started:

When the assailants came into our house, they said: “Today we are going to kill you.” I asked: “Can you forgive us?” They said: “No, we aren’t going to forgive you. We are going to kill you.” Then they started to stab us. They stabbed me, as well as other women who were in the house with me. Afterward, they went into our neighbor’s house where they killed a father, a mother, and their children.

An elderly woman who was injured during the attack told Human Rights Watch:

During the shooting, I hid in a corner with my head under the dry banana leaves, but my feet were visible. I felt someone pulling at my feet. I told them I would get up. When I was up, I said to them: “Please don’t kill me. I’m an old woman. What can I do to you?” One said: “Bring the flashlight.” When they brought it, another said: “What sort of old woman is this? Kill her.” I heard another voice say in Kirundi: “Shoot her.”’ Then one of them took the bayonet on his gun and stabbed me here [in my ribs and breast].

Lead-up to the Massacre 

Tensions had been mounting in recent months between ethnic Bafuliro, Barundi, and Banyamulenge in Mutarule and surrounding areas. The Bafuliro are seen by many to be an indigenous group, native to the region. The Barundi are related to the people of neighboring Burundi, and have lived in South Kivu since at least the early 19th century. The Banyamulenge, ethnic Tutsi who live in South Kivu, speak a language that is close to the languages of Rwanda and Burundi.

The Barundi and Bafuliro have disputed control of the customary chiefdom in the Ruzizi plain for several decades. While the current customary chief is from the Barundi ethnic group, the Bafuliro believe the customary power belongs to them. The conflict intensified on April 25, 2012, when unidentified gunmen killed Floribert Nsabimana Ndabagoye, the Barundi customary chief, in Mutarule, leading to a series of tit-for-tat attacks and cattle thefts.

Banyamulenge leaders, who are often allied with the Barundi, alleged that Bafuliro Mai Mai fighters had killed four Banyamulenge cattle herders since February 2013. The Mai Mai are local armed groups often organized to defend a particular ethnic group. In March and April 2014, two Banyamulenge herders were reported missing, one near Mutarule, the other in Bwegera, a village 15 kilometers away. Some local residents suspected the Bafuliro were behind their abduction. In what is widely believed to be a Banyamulenge revenge attack, two Bafuliro cattle herders were killed on April 12. Since then, approximately 400 Bafuliro households have left Bwegera, only returning to their farms during the day.

Army’s Failure to Respond

On June 6, before the attack, a Bafuliro armed group known as Mai Mai Bede, under the command of Bede Rusagara, an army deserter, allegedly killed a Banyamulenge cattle herder near Mutarule and stole his cattle.

A cattle rancher and youth leader of the Barundi ethnic group, Raymond Sheria, phoned Capt. Enabombi Changa Dejeune of the 10052 army battalion, based in Mutarule, and told him that cattle belonging to the Barundi had been stolen. Captain Enabombi sent soldiers to investigate the claim, but the troops came under fire from both Bafuliro Mai Mai and Banyamulenge and Barundi youth. When Enabombi called his commanding officer, 10052 interim battalion commander Col. Venance Kayumba Nyenyeri – himself from the Banyamulenge community – Nyenyeri told the captain to pull his troops back to his command post in Mutarule. Colonel Nyenyeri allegedly told the captain he should let the Mai Mai and Barundi fight it out themselves and that the army’s intervention could result in civilian casualties.

The fighting continued until around 6 p.m. Captain Enabombi continued to call Colonel Nyenyeri, who told him again not to intervene. Around 8 p.m., Sheria, the youth leader of the Barundi, called Enabombi. A soldier present at the time told Human Rights Watch that Sheria taunted the captain, saying that even though Sheria was a civilian, he would show Enabombi who was more of a soldier. The soldier said Sheria also said that he was going to commit a “memorable” act in Mutarule that no one would forget.

Around 9 p.m., when Enabombi heard gunfire in Mutarule, he called Nyenyeri again. The soldier who overheard the phone call said Nyenyeri promised to call the Barundi and “ask them to stop.”

Soon after, the attackers fired on Enabombi’s troops, who were protecting civilians who had sought shelter near their base. The troops returned fire. A soldier who was involved in the shoot-out told Human Rights Watch:

We tried with the means we had despite the orders that we were given not to intervene. We stopped because we didn’t have any more ammunition. The little we were able to do was thanks to 250 bullets we received from the police commander based there.

Enabombi again alerted Colonel Nyenyeri, as well as the deputy battalion commander, that attackers were burning houses and killing people. Nyenyeri allegedly told him he would bring ammunition and to wait at his command post while he consulted with the regiment commander, but never gave him any further instructions. Enabombi called Nyenyeri again multiple times, but the soldier who was present at the time said Nyenyeri did not always answer his phone.

Enabombi also called the military’s 104 sector commander and MONUSCO and alerted them to the attack. An army officer in Uvira who was alerted about the attack told Human Rights Watch that he had repeatedly tried to call Nyenyeri, but that his phone was turned off all night.

UN’s Failure to Respond

Major Shaban, the Pakistani commander of the MONUSCO peacekeepers’ base in Sange, told Human Rights Watch that the peacekeepers had been alerted to the killings in Mutarule on the evening of June 6, after the attack was under way. He said that when he called his superiors, they told him to clarify the situation and gather more information.

Local residents made multiple calls to MONUSCO pleading for help, from about 8:30 p.m. as the attack began.

Major Shaban told Human Rights Watch he had contacted the battalion commander, Nyenyeri, who said he would “sort it out.” Shaban said that, “We were very confident that if [gun]fire is going on, [the Congolese army] would be able to handle it.”

Following a previous attack in Mutarule in August 2013, when unidentified gunmen killed eight civilians, as well as ongoing insecurity in the region, Shaban said MONUSCO had set up local protection committees in early 2014 in Mutarule and neighboring villages to enable civilians to alert them to attacks or other threats. MONUSCO also distributed phones to allow community leaders to call MONUSCO without charge.

The Islamic State: from Baghdadi the founder to Baghdadi the ”caliph”

The previous leader, Abu Omar al-Baghdadi, can be credited for establishing the overall structure of IS. That is, before current leader Abu Bakr al-Baghdadi developed it further to consolidate his absolute control over all the levers of the organization and implement his expansion plans.The IS infrastructure is very hierarchical with the “caliph” at the very top. The caliph directly supervises the group’s governing councils, each of which acts as an important hinge of the “central command.” Baghdadi has the power to appoint the heads of these councils, and although he consults the so-called Shura Council to this end, the final decision is in his hands.

These councils include:

  • The Sharia Council: Despite its great importance, this body has received limited coverage in the media and in the many reports that have tried to probe the secrets of the organization. Baghdadi heads the Sharia Council personally. The council has six members (emulating the six-party shura body established by early Muslim caliph Omar ibn al-Khattab to choose his successor). Among its duties is monitoring the adherence of other councils to “Sharia provisions,” and choosing a “caliph” in the event of the current caliph’s death.
  • The Shura Council: It is headed by Abu Arkan al-Ameri. Its duties include recommending candidates for governor posts and for membership of the Military Council. It has between nine and 11 members, who are traditional religious leaders from the organization chosen by Baghdadi. Theoretically, this council has the power to impeach the emir of the group.
  • The Military Council: It consists of a commander, and between eight and 13 members (the number increases or decreases from time to time). Ismail Najm (Abu Abdul-Rahman al-Bilawi) headed the council until his death in January. He was succeeded by Walid Jassem Mohammed (Abu Ahmad al-Alwani), who was the council’s “chief of staff.” While it is possible that Omar al-Shishani has replaced him as chief of staff, what is certain is that he has become an active member of the council, which is in charge of all military tasks, including “strategic” planning; launching “raids”; evaluating the performance of military commanders, and affairs related to armament and “spoils.”
  • The Security Council: It is headed by Abu Ali al-Anbari, a former Iraqi army intelligence officer, and has two members. The council handles the security affairs of the organization, and the personal security of the “caliph.” It is also tasked with monitoring the work of security commanders in the “states, sectors, and cities,” enforcing Sharia rulings and carrying out punishments, infiltrating “enemy groups,” and protecting the group from infiltration. The council plays a role in forming units of inghimassi fighters [suicide guerilla fighters] in cooperation with the Military Council.
  • Sharia Commissions: Headed by Abu Mohammed al-Aani, they supervise the work of religious judges in the “states, sectors, and cities.” Among their functions is to supervise the Sharia court, arbitrate in disputes, carry out punishments, and promote virtue and prevent vice – in addition to offering guidance, recruitment, preaching, and handling media affairs.


Administrative divisions

The organization divided its areas of influence into administrative units called “states,” which now number 16, half of which are located in Iraq: the State of Diyala; the State of the South; the State of Salah al-Din; the State of Anbar; the State of Kirkuk; the State of Nineveh; the State of Northern Baghdad; and the State of Baghdad. The second half are located in Syria, namely: the State of Homs; the State of Aleppo; the State of al-Kher (Deir al-Zour); the State of al-Baraka (Hasaka); the State of al-Badiah; and the State of al-Raqqa, in addition to the State of Hama and the State of Damascus.These states are divided into “sectors” based on cities, named in accordance with their existing names before IS seized control of them. For example, the State of Aleppo has been divided into two sectors, Manbij, which includes the cities of Manbij, Jarablos, and Maskana, and al-Bab sector, which includes the cities of al-Bab and Deir Hafer.

The highest authority in each state is held by the wali, or governor. The governor is assisted by a military commander and a sharia commander, who heads the Sharia Commission and the Security Council in the state. The commander of each sector is the highest authority in each respective sector, and is also assisted by military, security, and sharia commanders, a hierarchy that is also replicated at the level of cities. The governors and their deputies oversee the commanders of the sectors and their deputies, who in turn oversee the commanders in the cities and their deputies.

The sharia troika

IS has three main sharia leaders, each of whom has the capacity of “mufti.” The three men are:

  • Abu Bakr/Omar al-Qahtani, a Saudi national, who changed his name from Abu Hafs to Abu Bakr to express his affection for Baghdadi. There have been many rumors about his attempted defection from the group earlier this year. However, he recently appeared in a video footage “teaching the Muslims how to swear allegiance to the caliph,” demonstrating the high status he enjoys in the organization.
  • Turki al-Benali: Turki bin Mubarak bin Abdullah, a Bahraini Salafi born in September 1984. He studied for a year and a half at the Faculty of Islamic Studies in Dubai, before he was expelled for his “corrupt beliefs and his manipulation of Emirati youths.” He was deported to Bahrain. He traveled to Beirut to enroll at the Imam Ouzai Institute there, and during his presence in Lebanon, he was able to forge strong ties with a number of Salafi clerics. He put those contacts to good use to recruit jihadis to fight in Syria. Benali is known by many other nicknames, including Abu Dergham and Abu Hammam al-Athari.
  • Osman al-Nazeh al-Asiri: Saudi national. He holds a master’s degree in Islamic jurisprudence from King Khalid University in Abha, Saudi Arabia. He went to fight in Syria in early 2013. He played an influential role in limiting defections in the organization after the Islamic Front, al-Nusra Front, and their allies declared war on IS (formerly ISIS).
