MADRID (AP) — A Saudi cargo ship that Spanish arms control groups suspect is carrying European weapons for possible use in Yemen left the port of Santander on Monday and sailed for Genoa, Italy.

The Bahri Yanbu left the northern Spanish port after loading two containers, Alberto Estevez, of the Control Arms Coalition of human rights and aid groups which is trying to stop arms reaching conflict zones, told The Associated Press.

A Spanish government spokesman said the ship took on cargo contracted from private companies that he said wasn’t illegal nor contravened any international laws.

A company called Instalaza, from Zaragoza, sent weaponry for a trade exhibition in the United Arab Emirates and it will be returned to Spain, while another company sent ceremonial cannon to Saudi Arabia, the spokesman told the AP.

He spoke on condition of anonymity, in accordance with government rules.

Countries are under pressure not to send arms to Saudi Arabia, amid concerns they are being used against civilians in Yemen where thousands have died since the conflict began in 2014.

In Yemen’s civil war, the Iran-backed Houthis have been fighting a Saudi-led military coalition backing Yemeni President Abed Rabbo Mansour Hadi’s forces. The fighting in the Arab world’s poorest country has also left millions at risk from food and medical care shortages and pushed the country to the brink of famine.

The Bahri Yanbu, which has been making its way around European ports apparently to pick up weaponry, arrived in Santander from France on Friday.

French Defense Minister Florence Parly confirmed that the ship was meant to pick up French weapons in Le Havre as part of a contract signed with Saudi Arabia several years ago.

However, after French activists held a protest and sought emergency legal measures to try to stop the weapons supplies, the ship didn’t pick up any arms in Le Havre after all, according to a French defense official. The official, who was not authorized to be publicly named, in accordance with French government policy, would not comment on why or give any further details.

Amnesty International suspects that, before sailing to France, the ship took on Belgian-made ammunition in Antwerp.

Activists provided a Belgian Customs document, dated May 7, to the AP that indicated arms were placed on board the Bahri Yanbu at Antwerp.

Belgian Foreign Minister Didier Reynders last week acknowledged concerns about the sale of arms to Saudi Arabia given concerns over their potential use but that such a decision lies with regional governments in the country under Belgium’s constitution.

“I think it would be good to suspend arms delivery contracts to Saudi Arabia,” he told Belgian state broadcaster RTBF.

Ara Marcen Naval, Amnesty International’s Deputy Director for Arms Control and Human Rights, said the Bahri Yanbu was a “serious test” of the European Union’s commitment to halt conflicts.

“No EU state should be making the deadly decision to authorize the transfer or transit of arms to a conflict where there is a clear risk they will be used in war crimes and other serious violations of international law,” Naval said.

The Massacre of Withdrawing Soldiers on ‘The Highway of Death’ – 7 April, 2003 – News

This report was made on May 11th, 1991, at a session of the New York committee for investigating war crimes.

I want to give testimony on what are called the “highways of death.” These are the two Kuwaiti roadways, littered with remains of 2,000 mangled Iraqi military vehicles, and the charred and dismembered bodies of tens of thousands of Iraqi soldiers, who were withdrawing from Kuwait on February 26th and 27th 1991 in compliance with UN resolutions.

U.S. planes trapped the long convoys by disabling vehicles in the front, and at the rear, and then pounded the resulting traffic jams for hours. “It was like shooting fish in a barrel,” said one U.S. pilot. The horror is still there to see.

On the inland highway to Basra is mile after mile of burned, smashed, shattered vehicles of every description – tanks, armored cars, trucks, autos, fire trucks, according to the March 18, 1991, Time magazine. On the sixty miles of coastal highway, Iraqi military units sit in gruesome repose, scorched skeletons of vehicles and men alike, black and awful under the sun, says the Los Angeles Times of March 11, 1991. While 450 people survived the inland road bombing to surrender, this was not the case with the 60 miles of the coastal road. There for 60 miles every vehicle was strafed or bombed, every windshield is shattered, every tank is burned, every truck is riddled with shell fragments. No survivors are known or likely. The cabs of trucks were bombed so much that they were pushed into the ground, and it’s impossible to see if they contain drivers or not. Windshields were melted away, and huge tanks were reduced to shrapnel. “Even in Vietnam I didn’t see anything like this. It’s pathetic,” said Major Bob Nugent, an Army intelligence officer. This one-sided carnage, this racist mass murder of Arab people, occurred while White House spokesman Marlin Fitzwater promised that the U.S. and its coalition partners would not attack Iraqi forces leaving Kuwait. This is surely one of the most heinous war crimes in contemporary history.

The Iraqi troops were not being driven out of Kuwait by U.S. troops as the Bush administration maintains. They were not retreating in order to regroup and fight again. In fact, they were withdrawing, they were going home, responding to orders issued by Baghdad, announcing that it was complying with Resolution 660 and leaving Kuwait. At 5:35 p.m. (Eastern standard Time) Baghdad radio announced that Iraq’s Foreign Minister had accepted the Soviet cease-fire proposal and had issued the order for all Iraqi troops to withdraw to postions held before August 2, 1990 in compliance with UN Resolution 660. President Bush responded immediately from the White House saying (through spokesman Marlin Fitzwater) that “there was no evidence to suggest the Iraqi army is withdrawing. In fact, Iraqi units are continuing to fight. . . We continue to prosecute the war.” On the next day, February 26, 1991, Saddam Hussein announced on Baghdad radio that Iraqi troops had, indeed, begun to withdraw from Kuwait and that the withdrawal would be complete that day. Again, Bush reacted, calling Hussein’s announcement “an outrage” and “a cruel hoax.”

Eyewitness Kuwaitis attest that the withdrawal began the afternoon of February 26, 1991 and Baghdad radio announced at 2:00 AM (local time) that morning that the government had ordered all troops to withdraw. The massacre of withdrawing Iraqi soldiers violates the Geneva Conventions of 1949, Common Article III, which outlaws the killing of soldiers who are out of combat. The point of contention involves the Bush administration’s claim that the Iraqi troops were retreating to regroup and fight again. Such a claim is the only way that the massacre which occurred could be considered legal under international law. But in fact the claim is false and obviously so. The troops were withdrawing and removing themselves from combat under direct orders from Baghdad that the war was over and that Iraq had quit and would fully comply with UN resolutions. To attack the soldiers returning home under these circumstances is a war crime.

Iraq accepted UN Resolution 660 and offered to withdraw from Kuwait through Soviet mediation on February 21, 1991. A statement made by George Bush on February 27, 1991, that no quarter would be given to remaining Iraqi soldiers violates even the U.S. Field Manual of 1956. The 1907 Hague Convention governing land warfare also makes it illegal to declare that no quarter will be given to withdrawing soldiers. On February 26,199 I, the following dispatch was filed from the deck of the U.S.S. Ranger, under the byline of Randall Richard of the Providence Journal:

Air strikes against Iraqi troops retreating from Kuwait were being launched so feverishly from this carrier today that pilots said they took whatever bombs happened to be closest to the flight deck. The crews, working to the strains of the Lone Ranger theme, often passed up the projectile of choice . . . because it took too long to load.

New York Times reporter Maureen Dowd wrote, “With the Iraqi leader facing military defeat, Mr. Bush decided that he would rather gamble on a violent and potentially unpopular ground war than risk the alternative: an imperfect settlement hammered out by the Soviets and Iraqis that world opinion might accept as tolerable.” In short, rather than accept the offer of Iraq to surrenderand leave the field of battle, Bush and the U.S. military strategists decided simply to kill as many Iraqis as they possibly could while the chance lasted. A Newsweek article on Norman Schwarzkopt, titled “A Soldier of Conscience” (March 11,1991), remarked that before the ground war the general was only worried about “How long the world would stand by and watch the United States pound the living hell out of Iraq without saying, ‘Wait a minute – enough is enough.’ He [Schwarzkopf] itched to send ground troops to finish the job.” The pretext for massive extermination of Iraqi soldiers was the desire of the U.S. to destroy Iraqi equipment. But in reality the plan was to prevent Iraqi soldiers from retreating at all. Powell remarked even before the start of the war that Iraqi soldiers knew that they had been sent to Kuwait to die. Rick Atkinson of the Washington Post reasoned that “the noose has been tightened” around Iraqi forces so effectively that “escape is impossible” (February 27, 1991). What all of this amounts to is not a war but a massacre.

There are also indications that some of those bombed during the withdrawl were Palestinians and Iraqi civilians. According to Time magazine of March 18, 1991, not just military vehicles, but cars, buses and trucks were also hit. In many cases, cars were loaded with Palestinian families and all their possessions. U.S. press accounts tried to make the discovery of burned and bombed household goods appear as if Iraqi troops were even at this late moment looting Kuwait. Attacks on civilians are specifically prohibited by the Geneva Accords and the 1977 Conventions.

How did it really happen? On February 26, 1991 Iraq had announced it was complying with the Soviet proposal, and its troops would withdraw from Kuwait. According to Kuwaiti eyewitnesses, quoted in the March 11, 1991 Washington Post, the withdrawal began on the two highways, and was in full swing by evening. Near midnight, the first U.S. bombing started. Hundreds of Iraqis jumped from their cars and their trucks, looking for shelter. U.S. pilots took whatever bombs happened to be close to the flight deck, from cluster bombs to 500 pound bombs. Can you imagine that on a car or truck? U.S. forces continued to drop bombs on the convoys until all humans were killed. So many jets swarmed over the inland road that it created an aerial traffic jam, and combat air controllers feared midair collisions.

The victims were not offering resistance. They weren’t being driven back in fierce battle, or trying to regroup to join another battle. They were just sitting ducks, according to Commander Frank Swiggert, the Ranger Bomb Squadron leader. According to an article in the March 11, 1991 Washington Post, headlined “U.S. Scrambles to Shape View of Highway of Death,” the U.S. government then conspired and in fact did all it could to hide this war crime from the people of this country and the world. What the U.S. government did became the focus of the public relations campaign managed by the U.S. Central Command in Riyad, according to that same issue of the Washington Post. The typical line has been that the convoys were engaged in “classic tank battles,” as if to suggest that Iraqi troops tried to fight back or even had a chance of fighting back. The truth is that it was simply a one-sided massacre of tens of thousands of people who had no ability to fight back or defend themselves.

The Washington Post says that senior officers with the U.S. Central Command in Riyad became worried that what they saw was a growing public perception that Iraqi forces were leaving Kuwait voluntarily, and that the U.S. pilots were bombing them mercilessly, which was the truth. So the U.S. government, says the Post, played down the evidence that Iraqi troops were actually leaving Kuwait.

U.S. field commanders gave the media a carefully drawn and inaccurate picture of the fast-changing events. The idea was to portray Iraq’s claimed withdrawal as a fighting retreat made necessary by heavy allied military pressure. Remember when Bush came to the Rose Garden and said that he would not accept Saddam Hussein’s withdrawal? That was part of it, too, and Bush was involved in this cover up. Bush’s statement was followed quickly by a televised military briefing from Saudi Arabia to explain that Iraqi forces were not withdrawing but were being pushed from the battlefield. In fact, tens of thousands of Iraqi soldiers around Kuwait had begun to pull away more than thirty-six hours before allied forces reached the capital, Kuwait City. They did not move under any immediate pressure from allied tanks and infantry, which were still miles from Kuwait City. This deliberate campaign of disinformation regarding this military action and the war crime that it really was, this manipulation of press briefings to deceive the public and keep the massacre from the world is also a violation of the First Amendment of the U.S. Constitution, the right of the people to know.

Tel Aviv is Afraid of the Axis of Resistance: Prof. Tim Anderson

May 14, 2019 “Information Clearing House” – (ST) -The Australian political economist and author Professor, Tim Anderson, has emphasized that the Zionist entity is afraid of the unrelenting Palestinian resistance, of Syria’s looming victory and of an enhanced Axis of Resistance facing the occupied parts of Lebanon and Syria.

“Tel Aviv has looked to Trump for reassurance, but the US leader’s gestures over Jerusalem and the occupied Golan have no force in international law,” the professor told the Syria Times e-newspaper

He went on to say: “Given that Washington (whether under Bush, Obama or Trump) has done nothing to restrain the extended colonization and attempted ethnic cleansing on the West Bank, it is hard to imagine that The Kushner Plan (given a name which sounds like a TV game show) could do much more than throw some money around; all the more humiliating that this seems likely to be Arab (Saudi) money and perhaps a little Arab (Egyptian) land.”

The professor believes that all the recent statements from the Trump regime (on Jerusalem, on the occupied Syrian Golan and on some new yet-to-be-explained promises over Palestine) run in parallel to the violent expeditions by the Netanyahu regime.

Asked about the purpose of the Zionist entity’s recent intensive strikes on Gaza strip in the occupied Palestine, prof. Anderson said: “ The Zionists seem to believe, as do most fascist regimes, that an extremely vicious response to what they regard as the slightest provocation will act to terrorize the population and so repress all forms of resistance. While there are constant acts of resistance within occupied Palestine, the series of Israeli massacres in Gaza have demonstrated extreme and disproportional brutality. “

He underlined that civilian casualties amongst Palestinians are, by all accounts, the great majority of Israel’s victims.
“The United Nations reported that “at least” 1,483 (67%) of the 2,205 Palestinians killed in Israel’s 2014 attack on Gaza were civilians, while only 4 (6%) of the 71 Israelis killed were civilians.

He referred to the fact that the Netanyahu regime since then has enhanced its policy of ruthless reprisal.

Prof. Anderson added that the increase in Palestinian resistance’s military capacity, with Gaza rockets reaching Tel Aviv for the first time, in March 2019, might help explain the relatively short punitive assault on Gaza in May.

“The Israeli regime has been notoriously insensitive to the killing of Palestinians, but remains highly sensitive to casualties on its own side,” he affirmed, explaining why the UN had not held an emergency meeting to discuss the Israeli aggression on Gaza.

“As everyone knows, three of the five permanent members of the UN Security Council have launched multiple wars against the peoples of the region, precisely to divide the resistance to Zionism and imperialism, seeking to embed a controlling role for the Zionist colony in Palestine. Fortunately, in recent years, Russia and to a lesser extent China, have begun to exert a counter-veiling force. However this simply renders the Security Council ineffective. Elsewhere in the UN there are some useful initiatives, for example the appointment of a Special Rapporteur on the negative impact of the unilateral coercive measures. This is, of course, mainly aimed at US economic aggression. Such initiatives can help mobilise peoples against the economic and propaganda arms of today’s hybrid wars.”

The multiple 21st century wars

Moreover, the professor doubts that Washington is stupid enough to go to war with Iran, despite the threats.

“Declaring economic war on half the world will not help, in the medium term. The ‘Americans’ have not failed to notice that their game plan in Syria has failed badly; they just have great trouble admitting it,” he said, pointing out that both Tel Aviv and Washington fear the rising influence of the largest independent state in the region, and they fear Iran’s deeper integration with Iraq, Syria, Lebanon and Palestine.

“Their great fear is what they call an ‘Iranian land bridge’ from Tehran to Beirut. Of course, such economic, transport, communicational and cultural integration would be of enormous benefit to the peoples of the region, helping lift them out of an under-development enforced by fragmentation and neocolonial division. But this is the last thing Tel Aviv and Washington want,” Prof. Anderson asserted.

He concluded by saying: “The wars against Iraq and Syria must be defeated and consolidated by a united front across the region. That would be the definitive answer to the multiple 21st century wars launched by Washington against the peoples of the region. Internal cohesion of the resistance within Palestine is also essential.  Only then can sufficient pressure be brought to bear on the Zionist entity to democratize what has become an apartheid state.”

It is worth mentioning that Dr. Tim Anderson is Director of the Center for Counter Hegemonic Studies in Sydney. He worked and taught at several Australian Universities for more than 30 years.

US envoy admits to blocking Syria’s return to the Arab League

BEIRUT, LEBANON (11:45 A.M.) – The U.S. Special Representative for Syria, James Jeffrey, told Asharq Al-Awsat that his nation wants the immediate and full withdrawal of Iranian forces from the Levantine country.

According to Jeffrey, the U.S. will not allow “fill the void” in the northeastern part of the country, should they choose to follow through on President Donald Trump’s order to withdraw.

Jeffrey said the U.S. will continue to pressure the Syrian government through economic sanctions and halt any normalization with Arab states until a “new political government is formed.” 

The U.S. official’s comments come just two months after Lebanon and Iraq attempted to restore Syria’s membership to the Arab League.

Prior to the meeting, Al-Akhbar released an exclusive article that revealed Washington’s threats to Lebanon if they were to push for Syria’s reinstatement in the Arab League.

“We will continue to find different ways to pressure [Syria] until the regime decides to cooperate on the political process,” he said. “The solution is political; not military.”

Jeffrey has been outspoken about the U.S.’ demands of the Syrian government; however, neither side has sat down to discuss any potential peace plan.

Damascus argues that the U.S. is illegally occupying parts of Syria, which is a violation of international law.

Iran Just Delivered 1M Barrels Of Oil To Fuel-Starved Syria By “Ghosting”

At a moment the Persian Gulf is heating up given the highest tensions and exchange of threats in years between the US and Iran, Tehran is running the high risk gambit of restarting its crude transfers to Syria.

A new CNBC report finds, “Tanker-tracking firms believe Iran is once again shipping crude oil to Syria, resuming the illicit trade as tensions with Washington rise and the Islamic Republic faces increasing international isolation.” Specifically a one million barrel delivery was reportedly made through the Syrian port of Baniyas in early May, the first since the end of 2018, according to TankerTrackers.com and ClipperData.

Washington has in recent months ramped up targeted sanctions against Syrian oil imports, causing the worse fuel crisis in Syria’s modern history, resulting in a “lifeless” and “decimated economy” with cars lined up for miles, sometimes waiting for days for a simple gas fill-up, as one Bloomberg on the ground report recently described.

Ironically even after seven years of massive bloodshed, as the government has emerged victorious, it is only now with relative stability and ensuing calm over most of the country that an “economic siege” has hit the population with full force.

Damascus even during some of the worst years of war was always a bustling traffic-packed economic center for its six million inhabitants, but as we noted previously the country has been plunged into a fuel crisis that is the result of new US-led oil sanctions targeting Damascus and Tehran. As one recent WSJ report put itIranian oil deliveries to Syria have “fallen off a cliff” since January.

Given that Iran said Wednesday it now plans to stop compliance with key parts of the 2015 nuclear deal, citing that it’s running out of patience with European signatories of the JCPOA as its economy faces decimation by US sanctions, its close ally Syria will be a remaining key offload point for Iranian crude, along with Iran’s neighbor Iraq, as Tehran has also stated itsintent to flout US sanctions.

Washington has recently vowed to cut off both Iranian exports and any and all Syrian imports of crude by force. “Analysts have widely predicted that Iran will step up efforts to smuggle oil into Syria and neighboring Iraq as the U.S. makes it more difficult for Tehran to ship oil to its few remaining customers, including China, India and Turkey,” the CNBC report found.

It appears Iran’s latest Syria crude delivery was accomplished by “ghosting” – which involves tankers switching off their transponders.

However, the tanker eventually went offline, switching off its transponder near the Syrian shoreline. According to TankerTrackers and ClipperData, the Masal didn’t come back online until May 7, at which point it had unloaded its cargo near the port of Baniyas where Syria’s largest refinery is located. It then began making its way back to Iran.

Regional reports have noted that in recent days the fuel crisis in Syria has found some relief due to the covert Iranian shipment arriving last week.

Meanwhile, the WSJ reported previously that Iranian oil had been routinely delivered to Syria throughout most of the war, but now “U.S. sanctions have cut off Iranian oil shipments to Syria, taking an unprecedented toll on a flow of crude that had persisted in the face of long-term international restrictions and helped sustain the Assad regime through years of civil war.”

The White House still fundamentally prioritizes weakening Syria as crucial in its ultimate goal of regime change in Tehran. In this sense, the “long war” for Syria could merely be in its middle phase, with the waters in both the East Mediterranean and the Persian Gulf heating up.

Al Baghdadi: The US Couldn’t Wish for a Greater Ally

By 2013 the US-led proxy war on Syria had stalled. A staged chemical attack and threats of direct US military intervention were thwarted by Russian efforts to diplomatically resolve the impasse through the declaration and disposal of Syria’s entire chemical weapons arsenal.

With US-backed militants having already reached the full extent of their gains on the battlefield and now facing incremental but inevitable defeat — the US appeared to be out of time and out of options.

Then suddenly — as if on cue — Abu Bakr al-Baghdadi – alleged leader of the so-called “Islamic State in Iraq and Syria” (ISIS) was resurrected after US claims he had died years early, and provided the US with the perfect pretext to militarily intervene in Syria anyway.

A July 2014 BBC article titled, “Isis chief Abu Bakr al-Baghdadi appears in first video,” would claim:

Abu Bakr al-Baghdadi, the leader of Islamist militant group Isis, has called on Muslims to obey him, in his first video sermon.

Baghdadi has been appointed caliph by the jihadist group, which has seized large swathes of Iraq and Syria.

The sudden wave of violence unleashed by ISIS across Iraq and Syria was on such a scale that only state sponsorship could have accounted for it.

In fact, the US Defense Intelligence Agency (DIA) as early as 2012 had even noted (PDF) a Western and Persian Gulf-led conspiracy to create what it called at the time a “Salafist” [Islamic] “principality” [State] precisely in eastern Syria where ISIS would eventually find itself based.

The DIA document would explain (emphasis added):

If the situation unravels there is the possibility of establishing a declared or undeclared Salafist principality in eastern Syria (Hasaka and Der Zor), and this is exactly what the supporting powers to the opposition want, in order to isolate the Syrian regime, which is considered the strategic depth of the Shia expansion (Iraq and Iran).

On clarifying who these supporting powers were, the DIA memo would state:

The West, Gulf countries, and Turkey support the opposition; while Russia, China, and Iran support the regime.

The goal had been to further isolate the Syrian government in aid of Washington’s ultimate goal of overthrowing Damascus. When growing numbers of extremists failed to do this, the US then used the presence of ISIS as a pretext for a revised version of the direct military intervention Russia had thwarted just a year earlier.

For one year the US posed as fighting ISIS while simultaneously seizing Syria’s oil fields and building an army of militants it had hoped to use to both push ISIS into Syrian government-held territory, and with which to fight the Syrian government itself.

By 2015, Russia began its own military intervention. It immediately targeted ISIS supply linesleading out of NATO-member Turkey — something the US has failed to do up to and including today, isolating the terrorist group within Syrian territory before Russian air power along with Syrian, Iranian, and Hezbollah ground forces encircled and eliminated them along with Al Nusra and other extremist groups everywhere west of the Euphrates River.

On the American-occupied side of the Euphrates, ISIS persisted until just this year and at times was even protected from pursuing Syrian and Russian forces by a US-declared exclusion zone.

It is now clear US efforts to overthrow the Syrian government have failed. It is also clear that Washington’s pretext for illegally occupying Syrian territory is no longer politically tenable.

Just as America’s presence in Syria was becoming increasingly awkward and unsustainable, al-Baghdadi has again emerged — just in time — to grant the US victory in eastern Syria but to also remind the global public that ISIS is still an enduring threat that will require America’s continued presence in the region.

The US response to al-Baghdadi’s reemergence was telling, even complimentary. An AFP/New York Times article titled, “ISIS releases first videotape of Baghdadi in five years, US vows to track down surviving leaders of militant group,” would report:

The United States vowed on Monday (April 29) that it would track down and defeat surviving leaders of the Islamic State in Iraq and Syria (ISIS) movement after its elusive supremo Abu Bakr al-Baghdadi appeared to speak in a newly released videotape.

The US-led coalition against the group will fight across the world to “ensure an enduring defeat of these terrorists and that any leaders who remain are delivered the justice that they deserve”, a State Department spokesman said.

US hegemony requires the US military to maintain a presence around the globe — which in turn requires a perpetual pretext to do so. Just as the US deliberately created ISIS to serve as a pretext for illegally occupying Syrian territory remain there indefinitely – it has and will continue to use ISIS’ convenient expansion worldwide to justify a continued, global US military presence worldwide as well.

Washington Couldn’t Create a more Convenient Villain

Students of history would be hard pressed to find similar examples of a military or political leader like al-Baghdadi who openly, even eagerly conceded defeat and grant a supposed adversary a massive political victory. So convenient and artificial is al-Baghdadi’s most recent reappearance and all of his alleged activities in the past that many around the globe are questioning the veracity of the video and of al-Baghdadi himself.

Considering America’s own Defense Intelligence Agency has all but admitted the US deliberately created ISIS in the first place — it takes no stretch of the imagination to conclude they created al-Baghdadi as well.

The summation of ISIS’ fighting capacity is drawn from its admitted state sponsors – both Saudi Arabia and Qatar – as admitted by US politicians themselves, the UK Independent would report.

Riyadh, Doha, and in turn, those underwriting both regimes in Washington – are the true “leaders” of ISIS — arming, funding, and directing the terrorist organization — with al-Baghdadi a mere figurehead who emerges when the needs of Western foreign policy and propaganda require.

If the US could create a villain to consistently serve Washington’s interests both in Syria and around the globe, they would have difficulty creating one more ideal than Abu Bakr al-Baghdadi.

The mainstream news has wilfully spread false, unsubstantiated and unverifiable information, while choosing to completely ignore the numerous inconsistencies and discrepancies in the official story. The government has finally, after a year, presented us with their official narrative concerning the event. Within hours it was shown to contain numerous errors, a fact since admitted by the Home Secretary John Reid. They have continuously rejected calls for a full, independent public inquiry. Tony Blair himself described such an inquiry as a ludicrous diversion. What dont they want us to find out?

Assessment by the engineering sub-team of the OPCW Fact-Finding Mission investigating the alleged chemical attack in Douma in April 2018

1 Introduction

In our Briefing note on the Final Report of the OPCW Fact-Finding Mission on the Douma incident, we noted that the FFM had sought assessments in October 2018 from unidentified engineering experts on the “the trajectory and damage to the cylinders found at Locations 2 and 4”. The Final Report provided no explanation for why the FFM had not sought engineering assessments in April 2018, when the experts could have inspected the sites with cylinders in position, rather than six months later when inspection of the sites with cylinders in position was no longer possible and the assessments had to rely on images and measurements obtained by others. We raised this as an obvious anomaly.

OPCW staff members have communicated with the Working Group. We have learned that an investigation was undertaken by an engineering sub-team of the FFM, beginning with on-site inspections in April-May 2018, followed by a detailed engineering analysis including collaboration on computer modelling studies with two European universities. The report of this investigation was excluded from the published Final Report of the Fact-Finding Mission, which referred only to assessments sought from unidentified “engineering experts” commissioned in October 2018 and obtained in December 2018.

A copy of a 15-page Executive Summary of this report with the title “Engineering Assessment of two cylinders observed at the Douma incident” has been passed to us and we have posted it here. Please download and share this document via your own server if you link to it, so as not to overload our server.

We are studying this document, and encourage others with relevant expertise to contribute. We provide some initial comments below:

2 Commentary on the Engineering Assessment

The report is signed by Ian Henderson, who is listed as one of the first P-5 level inspection team leaders trained at OPCW in a reportdated 1998. We have confirmed that as the engineering expert on the FFM, Henderson was assigned to lead the investigation of the cylinders and alleged impact sites at Locations 2 and 4. We understand that “TM” in the handwritten annotation denotes Team Members of the FFM.

In response to an enquiry on 11 May 2019, the OPCW press office stated that “the individual mentioned in the document has never been a member of the FFM”. This statement is false. The engineering sub-team could not have been carrying out studies in Douma at Locations 2 and 4 unless they had been notified by OPCW to the Syrian National Authority (the body that oversees compliance with the Chemical Weapons Convention) as FFM inspectors: it is unlikely that Henderson arrived on a tourist visa.

The OPCW press office also attempted to suggest that the report of the engineering sub-team was not part of the FFM’s investigation. This statement also is false. The sub-team report refers to external collaborators and consultants: we understand that this included two European universities. This external collaboration on such a sensitive matter could not have gone ahead unless it had been authorised: otherwise Henderson would have been dismissed instantly for breach of confidentiality. We can therefore be confident that the preparation of the report had received the necessary authorisation within OPCW. What happened after the report was written is another matter.

2.1 Methodology

As we have repeatedly emphasized, evidence can be evaluated only by comparison of competing hypotheses. This is a corollary of the likelihood principle, which can be derived from simple rules of logical consistency.

We noted that a key weakness of the published Final Report was that no competing hypotheses were considered. Thus the Final Report stated that engineering experts were asked to provide assessments of the “trajectory” of each of the two cylinders found: implying that they were not asked to assess whether the holes in the roof and the positions of the cylinders could be accounted for by anything other than cylinders being dropped from the sky.

The FFM’s Engineering Assessment does not make this error: competing hypotheses are clearly set out in advance.

  • For Location 2 (cylinder on roof terrace lying over a hole), the alternative hypotheses are stated as:
    • (2-1) the cylinder containing liquid chlorine was dropped from an aircraft, pierced the roof to form the hole and the impact fractured the valve causing release of chlorine.
    • (2-2) the cylinder was placed on the terrace next to a pre-existing crater
  • For Location 4 (cylinder on bed), the alternative hypothesis are stated as:
    • (4-1) the cylinder fitted with frame and fins was dropped from an aircraft, pierced the roof to form the hole, fell through the hole and was deflected laterally to end up on the bed, while the valve remained intact
    • (4-2) the cylinder fitted with frame and fins pierced the roof as for hypothesis (1), landed on the floor below the hole and was placed on the bed
    • (4-3) the cylinder fitted with frame and fins was placed on the bed, and the hole in the roof was created (by unspecified means) either before or after the cylinder was placed on the bed

2.2 Results: Location 2

  • An impact angle of approximately 20 degrees from the vertical “was found to be required for results to bear any resemblance to observations”
  • A concrete slab could not have stopped a cylinder falling at such an angle from a height of at least 500 metres. The front of the cylinder showed no sign of interaction with the concrete slab.
  • If the cylinder had been stopped by the steel reinforcing bars (rebars), this would have left indents on the cylinder, but no such indents were observed.
  • Modelling the impact of a falling cylinder could not reproduce the bending of the rebars to an angle of more than 90 degrees to point away from the impact. This was more consistent with an explosive blast.

The results of the modelling studies were summarized with the following sentence:

All the elements listed above point to the conclusion that the alleged impact event or events leading to observed vessel deformation and concrete damage were not compatible.

A criss-cross pattern on the paintwork of the cylinder body, that had been attributed by some observers to the cylinder falling through the wire mesh, was inconsistent with the near-vertical angle of incidence that would have been required to create the crater.

Experts consulted to assess the appearance of the crater took the view that it was more consistent with a blast (from a mortar round or rocket artillery) than with an impact from the falling object. Similar craters were present in concrete slabs on top of nearby buildings.

The mangled remains of the steel frame and fins found on the terrace were not consistent with the appearance of the cylinder, which showed no signs of having been fitted with such a frame or of the frame having been stripped from the cylinder as a result of impact.

2.3 Results: Location 4

  • The analysis of Location 4, where a cylinder was found on a bed, showed that the cylinder with intact valve and fins attached could not have fitted through the hole in the roof:

it was not possible to establish a set of circumstances where the post-deformation cylinder could fit through the crater with the valve still intact (whether or not an end-cap was assumed to have been fitted at the front end of the cylinder), and the fins deformed in the manner observed.

2.4 Conclusions of the Engineering Assessment

In summary:

  • The analysis at Location 4 showed simply that the cylinder with fins and valve attached could not have fitted through the hole.
  • The analysis at Location 2, using finite element analysis and computer simulation, was more complicated. This showed that the concrete slab could not have stopped the cylinder, that if the cylinder had been stopped by the rebars there would have been indents on the cylinder, and that an impact could not have bent the rebars through more than 90 degrees to point away from the impact location.

We note that several of the anomalies reported by the Engineering Assessment have been identified independently from open source images by members of the Working Group: these include the inability to fit the cylinder through the hole at Location 4, the presence of similar craters on nearby buildings at Location 2, and the incompatibility of the criss-cross pattern on the paintwork of the cylinder with a fall through wire mesh.

The results from both locations are summarized in paragraph 32:

The dimensions, characteristics and appearance of the cylinders, and the surrounding scene of the incidents, were inconsistent with what would have been expected in the case of either cylinder being delivered from an aircraft. In each case the alternative hypothesis produced the only plausible explanation for observations at the scene.

3 Implications of the Engineering Assessment combined with other findings

The conclusion of the Engineering Assessment is unequivocal: the alternative hypothesis that the cylinders were manually placed in position is “the only plausible explanation for observations at the scene”.

Our last Briefing Note listed two other key findings:

  • It is no longer seriously disputed that the hospital scene was staged: there are multiple eyewitness reports supported by video evidence
  • The case fatality rate of 100%, with no attempt by the victims to escape, is unlike any recorded chlorine attack.

Taken together, these findings establish beyond reasonable doubt that the alleged chemical attack in Douma on 7 April 2018 was staged.

This raises the question of where and how did the 35 victims seen in the images recorded at location 2 die? The images show signs of acute inhalation injury with blood and mucus flowing from the nose and mouth of most victims. Even though faces had apparently been washed to remove most of the mucus, yellow staining of the skin remained.

A few weeks before the release of the Final Report, two journalists appeared to suggest that there had been an earlier chemical attack somewhere else in Douma, perhaps attempting to prepare a fallback position in case the Final Report were to indicate that the scenes at Location 2 and 4 had been staged. This is to say the least an implausible explanation of the staging at Locations 2 and 4 – why move the bodies of the victims to Location 2 for a staged scene, rather than show the real chemical attack scene if there was one?

As emphasized above, in a real chemical attack with chlorine or any other irritant gas, most victims would try to escape and non-fatal cases requiring prolonged hospital treatment would far outnumber fatal cases. The images of the victims seen at Location 2 show that they were evidently exposed to an irritant gas but were unable to escape. A careful examination of these images leaves little doubt that the victims were murdered as captives. The staining of the victims’ faces by mucus flowing from their noses and mouths shows in at least some cases the mucus flowed up their faces towards the eyes. This implies that they were hung upside down while exposed to the agent. Bizarrely, the eyes of most victims appear to have been masked so that the eyes were not affected by gas or mucus. In a few victims there are visible strap marks suggesting that the eyes were protected by something like swimming goggles. A possible motive for masking the eyes may have been to make it less obvious that the victims had suffered prolonged exposure to an irritant gas.

We conclude that the staging of the Douma incident entailed mass murder of at least 35 civilians to provide the bodies at Location 2.It follows from this that people dressed as White Helmets and endorsed by the leadership of that organization had a key role in this murder.

We note that the Douma incident was the first alleged chemical attack in Syria where OPCW investigators were able to carry out an unimpeded on-site inspection. Since 2014, OPCW Fact-Finding Missions investigating alleged chemical attacks in opposition-held territory have relied for evidence on witnesses and materials collected by opposition-linked NGOs of doubtful provenance, including the CBRN Task Force, the Chemical Violations Documentation Centre Syria, and the White Helmets. Even for the investigation of the Ghouta incident in 2013, the OPCW-WHO mission was able to visit the the alleged attack sites for only a few hours, and was under the close supervision of the armed opposition. For those who until now have been prepared to accept the findings of OPCW Fact-Finding Missions that did not include on-site inspections, the finding that the Douma incident was staged, based on a careful on-site inspection, should cast doubt on the findings of these earlier Missions.

4 The hijacking of OPCW

In our last Briefing Note, we concluded by asserting that “It is doubtful whether [OPCW’s] reputation as an impartial monitor of compliance with the Chemical Weapons Convention can be restored without radical reform of its governance and working practices”. The new information we have removes all doubt that the organization has been hijacked at the top by France, UK and the US. We have no doubt that most OPCW staff continue to do their jobs professionally, and that some who are uneasy about the direction that the organization has taken nevertheless wish to protect its reputation. However what is at stake here is more than the reputation of the organization: the staged incident in Douma provoked a missile attack by the US, UK and France on 14 April 2018 that could have led to all-out war.

The cover-up of evidence that the Douma incident was staged is not merely misconduct. As the staging of the Douma incident entailed mass murder of civilians, those in OPCW who have suppressed the evidence of staging are, unwittingly or otherwise, colluding with mass murder. We think that in most jurisdictions the legal duty to disclose the cover-up of such a crime would override any confidentiality agreement with an employer. We would welcome legal opinions on this, given publicly, by those with relevant expertise. OPCW employees have to sign a strict confidentiality agreement, and face instant dismissal and loss of pension rights if they breach this agreement. We would welcome any initiative to set up a legal defence fund for OPCW staff members who come forward publicly as whistleblowers.

SYRIA – OPCW ENGINEERING ASSESSMENT: THE DOUMA ‘CHEMICAL WEAPON ATTACK’ WAS STAGED

On April 7 2018 Syrian ‘rebels’ claimed that the Syrian government used chlorine gas and Sarin in an attack on the besieged Douma suburb near the Syrian capital Damascus. They published a series of videos which showed dead bodies of mainly women and children.

The claim of the ‘chemical attack’ was made shortly after U.S. President Trump had announced that he wanted U.S. troops to leave Syria. It was designed to “pull him back in” which it indeed did. In an illegal ‘retaliation’ the U.S., Britain and France launched a number of cruise missiles against Syria. Most of them failed to reach their targets.

Moon of Alabama published a number of pieces on the issue which are listed below.

It seemed obvious from the very first claims of the ‘gas attack’ that it did not happen at all. The Syrian government had no motive to use any chemical weapon or an irritant like chlorine in Douma. It had already won the battle. The incident was obviously staged, like others before it, to drag the U.S. into a new attack on Syria.

Of special interest on the incident scene were two gas cylinders which were photo- and video-graphed near to where the dead bodies were found. It was claimed that the cylinders were dropped from Syrian army helicopters and crashed through concrete roofs. One cylinder allegedly ‘bumped’ after completely penetrating the roof and came to rest on a bed. The other cylinder allegedly broke a roof open and came to rest on a balcony.

To anyone with a bit of ‘feel’ for material behavior of concrete and metal on impact, it was obvious that the damages caused on the concrete and on the cylinders were incompatible with each other. The concrete, reinforced with steel, was thoroughly penetrated while the cylinders showed only minimal damage. The roofs were most likely penetrated by artillery impact while the cylinders were most likely put there by hand.

Shortly after the incident the NATO aligned propaganda group Bellingcat asserted that the cylinders were dropped from helicopters. In June 2018 the New York Times published a rather laughable virtual crime scene analysis of the Douma incident. Neither included an engineering assessment of the impact forces and the related damages on the cylinders and roofs. Neither had visited the scene. From observing superficial visual markings both falsely concluded that the gas cylinders were dropped from helicopters.

The Organisation for the Prohibition of Chemical Weapons (OPCW), which sent a Fact Finding Mission to the scene to investigate the case, made a detailed engineering analysis of the impact and damage. But the results of the engineering assessment were left out of its mealy-mouthed and inconclusive final report (pdf).

Now the Working Group on Syria, Propaganda and Media obtained a copy of the 15 pages long OPCW Engineering assessment of two cylinders observed at the Douma incident – 27 February 2019 (pdf).

After testing various hypotheses through experiments, simulations and finite element analysis the engineering sub-group of the OPCW investigation concluded (emphasis added):

32. At this stage the FFM engineering sub-team cannot be certain that the cylinders at either location arrived there as a result of being dropped from an aircraft. The dimensions, characteristics and appearances of the cylinders and the surrounding scene of the incidents, were inconsistent with what would have been expected in the case of either cylinder having been delivered from an aircraft. In each case the alternative hypothesis produced the only plausible explanation for observations at the scene.33. In summary, observations at the scene of the two locations, together with subsequent analysis, suggest that there is a higher probability that both cylinders were manually placed at those two locations rather than being delivered from aircraft.

The engineering assessment confirms our earlier conclusion. The whole scene as depicted by ‘rebels’ and propaganda organs was staged. The more than 34 dead on the scene were murdered elsewhere under unknown circumstances.

In its discussion of the OPCW engineering assessment and its suppression by the OPCW management, the Working Group states:

The new information we have removes all doubt that the organization has been hijacked at the top by France, UK and the US. Amnesty International Admits Syrian “Saydnaya” Report Fabricated Entirely in UK

Amnesty International’s 48 page report titled, “Syria: Human Slaughterhouse: Mass Hangings and Extermination at Saydnaya Prison, Syria,” boasts bold claims, concluding:

…the Syrian authorities’ violations at Saydnaya amount to crimes against humanity. Amnesty International urgently calls for an independent and impartial investigation into crimes committed at Saydnaya.

However, even at a cursory glance, before even reading the full body of the report, under a section titled, “Methodology,” Amnesty International admits it has no physical evidence whatsoever to substantiate what are admittedly only the testimony of alleged inmates and former workers at the prison, as well as figures within Syria’s opposition.
Within the section titled, “Methodology,” the report admits:

Despite repeated requests by Amnesty International for access to Syria, and specifically for access to detention facilities operated by the Syrian authorities, Amnesty International has been barred by the Syrian authorities from carrying out research in the country and consequently has not had access to areas controlled by the Syrian government since the crisis began in 2011. Other independent human rights monitoring groups have faced similar obstacles.

In other words, Amnesty International had no access whatsoever to the prison, nor did any of the witnesses it allegedly interview provide relevant evidence taken from or near the prison.
The only photographs of the prison are taken from outer space via satellite imagery. The only other photos included in the report are of three men who allege they lost weight while imprisoned and a photo of one of eight alleged death certificates provided to family members of detainees who died at Saydnaya.
The alleged certificates admittedly reveal nothing regarding allegations of torture or execution.
Articles like, “Hearsay Extrapolated – Amnesty Claims Mass Executions In Syria, Provides Zero Proof,” provide a detailed examination of Amnesty’s “statistics,” while articles like, “Amnesty International “Human Slaughterhouse” Report Lacks Evidence, Credibility, Reeks Of State Department Propaganda,” cover the politically-motivated nature of both Amnesty International and the timing of the report’s promotion across the Western media.
However, there is another aspect of the report that remains unexplored – the fact that Amnesty International itself has openly admitted that the summation of the report was fabricated in the United Kingdom at Amnesty International’s office, using a process they call “forensic architecture,” in which the lack of actual, physical, photographic, and video evidence, is replaced by 3D animations and sound effects created by designers hired by Amnesty International.

AMNESTY HIRED SPECIAL EFFECTS EXPERTS TO FABRICATE “EVIDENCE”

In a video produced by Amnesty International accompanying their report, titled, “Inside Saydnaya: Syria’s Torture Prison,” the narrator admits in its opening seconds that Amnesty International possesses no actual evidence regarding the prison.

The video admits:

There are almost no pictures of its exterior [except satellite images] and none from inside. And what happens within its walls is cloaked in secrecy, until now.

Viewers are initially led to believe evidence has emerged, exposing what took place within the prison’s walls, but the narrator continues by explaining:

We’ve devised a unique way of revealing what life is like inside a torture prison. And we’ve done it by talking to people who were there and have survived its horrors…

…and using their recollections and the testimony of others, we’ve build an interactive 3D model which can take you for the first time inside Saydnaya.

The narrator then explains:

In a unique collaboration, Amnesty International has teamed up with “Forensic Architecture” of Goldsmiths, University of London, to reconstruct both the sound and architecture of Saydnaya prison, and to do it using cutting-edge digital technology to create a model.

In other words, the summation of Amnesty International’s presentation was not accumulated from facts and evidence collected in Syria, but instead fabricated entirely in London using 3D models, animations, and audio software, based on the admittedly baseless accounts of alleged witnesses who claim to have been in or otherwise associated with the prison.

Eyal Weizman, director of “Forensic Architecture,” would admit that “memory” alone was the basis of both his collaboration with Amnesty International, and thus, the basis for Amnesty’s 48 page report:

Memory is the only resource within which we can start [to] reconstruct what has taken place. What does it feel like to be a prisoner in Saydnaya?

Weizman’s organization, “Forensic Architecture,” on its own website, describes its activities:

Forensic Architecture is a research agency based at Goldsmiths, University of London. It includes a team of architects, scholars, filmmakers, designers, lawyers and scientists to undertake research that gathers and presents spatial analysis in legal and political forums.

We provide evidence for international prosecution teams, political organisations, NGOs, and the United Nations in various processes worldwide. Additionally, the agency undertakes historical and theoretical examinations of the history and present status of forensic practices in articulating notions of public truth.

In other words, special effects experts and their tools – usually employed in the creation of fictional movies for the entertainment industry or for architectural firms to propose yet-to-exist projects – are now being employed to fabricate evidence in a political context when none in reality exists.
While the work of “Forensic Architecture” may be of interest to developing theories, it is by no means useful in providing actual evidence – evidence being understood as an actual available body of facts or information indicating whether a belief or proposition is true or valid – not a fabricated body of supposed facts or information.

Technology used for creating Hollywood dinosaurs and aliens, or an architectural proposal for a vacant lot, is now being used to fabricate evidence for politically motivated reports when no actual evidence exists.

The work of “Forensic Architecture” and the witness accounts gathered by Amnesty International – all of which were admittedly gathered outside of Syria – would form the basis of an initial inquiry, not a final report nor the basis of a conclusion that human rights violations not only took place, but that they constituted crimes against humanity and demanded immediate international recourse.
Amnesty International’s report lacked any actual evidence, with its presentation consisting instead of admittedly fabricated images, sounds, maps, and diagrams. Amnesty – lacking actual evidence – instead abused its reputation and the techniques of classical deception to target and manipulate audiences emotionally. What Amnesty International is engaged in is not “human rights advocacy,” but rather politically-motivated war propaganda simply hiding behind such advocacy.
Exposing this technique of openly and shamelessly fabricating the summation of an internationally released report – promoted unquestioningly by prominent Western papers and media platforms, including the BBC, CNN, the Independent, and others – prevents Amnesty and other organizations like it from continuing to use the trappings of science and engineering as cover to deliver monstrous lies to the public.
