<p>The American news network added that it &#8220;captured, for the very first time, Israeli commandos coming back from inside Syria on a mission.&#8221;</p>
<p>The report does not specify how or where the film has been captured. But it appears to be near the occupied Golan Heights. Israel has recently boosted military activities in the area.</p>
<p>The video raised some concerning aspects of Israel regime&#8217;s role in the 26-month-old conflict in Syria.</p>
<p>There have been no comments from Israeli officials on the report.</p>
<p>The report came as the Israeli regime has launched three unilateral strikes inside Syria since January.</p>
<p>Syria along with a number of regional countries has condemned the attacks as violation of sovereignty.</p>
<p>The Syria crisis began in March 2011, and many people, including large numbers of soldiers and security personnel, have been killed in the violence.</p>
<p>The Syrian government says that the chaos is being orchestrated from outside the country, and there are reports that a very large number of the militants are foreign nationals.</p></div>

<p><strong>The Russia’s security services openly named the United States (US) intelligence agency’s station chief in Moscow to media on Friday in a rare breach of protocol that followed their capture of an alleged CIA agent who was working undercover at the US embassy.</strong></p>
<p><strong>The Russia announced this week that it had caught alleged agent Ryan Fogle as he prepared to recruit a member of the Russian security forces. Footage was aired showing him wearing a blond wig and his array of spying equipment including a compass and an old-fashioned mobile phone.</strong></p>
<p><strong>An unnamed representative of the Federal Security Bureau (FSB) security services told the Interfax news agency that back in 2011 the agency had “officially warned the CIA station chief in Moscow” over what it called “provocative recruiting moves towards Russian security services officers”, and threatened “reciprocal measures towards CIA officers.”</strong></p>
<p><strong>The report gave the full name of the alleged CIA chief of station in Moscow.</strong></p>
<p><strong>It also named another alleged CIA agent who had worked at the US embassy in Moscow, saying that he was declared persona non grata and left in January after he “carried out a similar action to Fogle.”</strong></p>
<p><strong>Kremlin-funded television channel RT on its website Friday cited an FSB operative as saying that “in the case with Fogle, the CIA crossed a red line and we had no choice but to react observing official procedures.”</strong></p>
<p><strong>The FSB agent told RT that the Russian security agency held a 2011 meeting with the CIA chief of station in Moscow.</strong></p>
<p><strong>RT also named the station chief although it gave a slightly different surname than Interfax.</strong></p>
<p><strong>“We decided to warn our American colleagues and ask them to stop these activities,” the FSB agent told RT.</strong></p>
<p><strong>“We hoped our American colleagues would hear us, given that we also presented to them precise information about CIA officers making recruitment attempts in Moscow and who exactly was doing that.”</strong></p>

<p><strong>The UN’s refugee agency has said that more than 1.5 million people have fled the conflict in Syria.</strong></p>
<p><strong>Most have fled to Jordan and Lebanon, but not have all been registered yet, meaning the true total is likely to be far higher, according to the UNHCR.</strong></p>
<p><strong>The situation inside Syria has deteriorated dramatically over the past four months, according to the agency.</strong></p>
<p><strong>The UN estimates that 80,000 people have died in the uprising against Syrian President Bashar al-Assad.</strong></p>
<p><strong>It says some 4.25 million have been displaced within the country.</strong></p>
<p><strong>“Refugees tell us the increased fighting and changing of control of towns and villages, in particular in conflict areas, results in more and more civilians deciding to leave,” UNHCR said <span style="color: #0000ff;"><a href="http://www.unhcr.org/519600a59.html"><span style="color: #0000ff;">in a statement</span></a>.</span></strong></p>
<p><strong>The UNHCR says it has registered a million refugees since the beginning of this year alone, and that “the widening gap between the needs and resources available is a growing challenge”.</strong></p>
<p><strong>Early next month, UNHCR and non-governmental organisations are due to launch a “revised funding appeal” for the Syrian crisis.</strong></p>
<p><strong>Last month, children’s charity Unicef said it would have to scale back “life-saving” support in Jordan’s Zaatari camp if more money was not forthcoming.</strong></p>
<p><strong>‘Show of force’</strong></p>
<p><strong>Meanwhile, US media reported that Russia had sent sophisticated anti-ship missiles to Syria.</strong></p>
<div><strong><span style="color: #0000ff;"><a href="http://www.bbc.co.uk/news/world-middle-east-22576924#story_continues_2"><span style="color: #0000ff;">The New York Times</span></a><a href="http://www.bbc.co.uk/news/world-middle-east-22576924#story_continues_2"><span style="color: #0000ff;"> </span></a> </span>quoted unnamed US officials as saying missiles sent by Russia to Syria could be used to counter any potential future foreign military intervention.</strong></div>
<p><strong>Top US military commander Gen Martin Dempsey said supplying the missiles was “an unfortunate decision”.</strong></p>
<p><strong>The shipment “will embolden the regime and prolong the suffering,” said Gen Dempsey, chairman of the Joint Chiefs of Staff.</strong></p>
<p><strong>Without confirming details, Russia’s foreign minister said Russian supplies did not break any international rules.</strong></p>
<p><strong>It comes amid growing alarm that chemical weapons may be being used in Syria, something US President Barack Obama has said would be “a red line”. </strong></p>

<p><strong>International pressure is growing to stop the conflict getting worse</strong></p>

<p><strong>Russia is one of Syria’s few remaining allies and its major arms suppliers. Over the years, in contracts worth billions of dollars, it has sold thousands of tanks, artillery units, aircraft, helicopters and defence systems to Damascus.</strong></p>
<p><strong>Another US newspaper, the Wall Street Journal, reports that Moscow has deployed at least a dozen warships to patrol waters near the Russian naval base in the Syrian city of Tartus.</strong></p>
<p><strong>It quotes a senior US defence official as saying the deployment is a “show of force” by Moscow to demonstrate its commitment to the region.</strong></p>
<p><strong>Although there have been growing calls for arms to be channelled to the rebel fighters in Syria, there has so far been very limited enthusiasm in the West for outright military intervention.</strong></p>
<p><strong>But there is concern that the presence of sophisticated Russian-supplied weaponry will make it much harder to agree and carry out such intervention, implement a blockade or conduct targeted airstrikes in the future.</strong></p>
<p><strong>Israel is also concerned such weapons could fall into the hands of Lebanese militant group Hezbollah, which could use them to either attack Israel or defend itself against any Israeli assault.</strong></p>
<p><strong>In other developments on Friday:</strong></p>

<li><strong>The campaign group Human Rights Watch said <span style="color: #0000ff;"><a href="http://www.hrw.org/news/2013/05/16/syria-visit-reveals-torture-chambers"><span style="color: #0000ff;">in a report</span></a></span> that abandoned government security installations in the city of Raqqa contain evidence indicating arbitrary detention and torture was practiced there when it was under government control</strong></li>
<li><strong>UN Secretary General Ban Ki-moon met Mr Lavrov in Sochi on Friday to discuss the plans for an international conference to try to find a way of ending the Syrian conflict, which would aim to bring together the Syrian opposition and members of President Bashar al-Assad’s government</strong></li>
<li><strong>The man in charge of the UN’s plans for reconstruction in Syria after the conflict, Abdullah al-Dardari, has told the BBC that he estimated $60-80bn (£40-50bn) would be needed to rebuild what has been destroyed so far and to compensate for damage to the economy.</strong></li>

<p><strong>Russia has sent a dozen or more warships to patrol waters near its naval base in Syria, a buildup that US and European officials see as a newly aggressive stance meant partly to warn the West and Israel not to intervene in Syria’s bloody civil war, The Wall Street Journal reported Friday.</strong></p>
<p><strong>On Thursday, Syria’s official news agency SANA reported that five Russian warships had crossed the Suez Canal and entered the Mediterranean Sea. A Russian Navy spokesperson said that this was the first time in decades that Pacific Ocean Russian warships sail in the area.</strong></p>
<p><strong>According to him, the Russian warships are heading to Cyprus. The Russian defense minister said: “The Russian Defense Ministry started setting up a special force of warships in the Mediterranean in order to protect Russia’s interests in the region.”</strong></p>
<p><strong>Meanwhile, the New York Times reported that Russia has sent advanced anti-ship cruise missiles to Syria. The missiles are apparently an improved version of the Yakhonts, which Russia has previously provided to Syria, and have been outfitted with an advanced radar that makes them more effective.</strong></p>
<p><strong>Also Friday, UN Secretary-General Ban Ki-moon said a proposed international conference on Syria should be held as soon as possible, but that no date had yet been agreed.</strong></p>
<p><strong>“We should not lose the momentum,” Ban said of a US-Russian proposal to bring the Syrian government and opposition representatives to a peace conference.</strong></p>
<p><strong>“There is a high expectation that this meeting should be held as soon as possible,” he said after talks with Russian Foreign Minister Sergei Lavrov.</strong></p>
<p><strong>Lavrov agreed. “The sooner the better,” Lavrov told the joint news conference with Ban, who was due to meet President Vladimir Putin later on Friday.</strong></p>
<p><strong>Lavrov reiterated Russia’s view that Iran should be invited to the conference, which could complicate its organization because of potential opposition from the West.</strong></p>
<p><strong>On Thursday, Lavrov announced that Russia would remain committed to previously signed arms deal “regarding agreements pertaining to aerial defense weapons.”</strong></p>
<p><strong>This marks a failure by Prime Minister Benjamin Netanyahu who traveled to Russia earlier this week with the aim of dissuading Moscow from going ahead with the sale of S-300 missiles.</strong></p>
<p><strong>According to Lavrov, Russia will not sign any new deal with the Syrian government, but is nonethless obligated to previous commitments.</strong></p>
<p><strong>Ynet’s defense analyst Ron Ben-Yishai explains that the main reason for the growing tensions in Israel’s north is Iranian and Syrian desire to bolster Hezbollah.</strong></p>
<p><strong>Tehran officials believe that by the end of 2013 either Israel and the US or both will decide for or against a military strike on Iran’s nuclear facilities. Iran hopes to deter the West from making mounting a military operation by threatening Israel’s hinterland.</strong></p>

<div><strong>Last October, senior Obama officials anonymously <a href="http://www.washingtonpost.com/world/national-security/plan-for-hunting-terrorists-signals-us-intends-to-keep-adding-names-to-kill-lists/2012/10/23/4789b2ae-18b3-11e2-a55c-39408fbe6a4b_story.html">unveiled to the Washington Post</a> their newly minted “disposition matrix”, a complex computer system that will be used to determine how a terrorist suspect will be “disposed of”: indefinite detention, prosecution in a real court, assassination-by-CIA-drones, etc. Their rationale for why this was needed now, a full 12 years after the 9/11 attack:</strong></div>

<blockquote><p><strong>Among senior Obama administration officials, there is a broad consensus that such operations are likely <em>to be extended at least another decade</em>. Given the way al-Qaida continues to metastasize, some officials said <em>no clear end is in sight</em>. . . . That timeline suggests that the United States<em>has reached only the midpoint of what was once known as the global war on terrorism</em>.”</strong></p></blockquote>
<p><strong>On Thursday, the Senate Armed Services Committee held a hearing on whether the statutory basis for this “war” – the 2001 Authorization to Use Military Force (AUMF) – should be revised (meaning: expanded). <a href="http://www.wired.com/dangerroom/2013/05/decades-of-war/">This is how</a> Wired’s Spencer Ackerman (soon to be the Guardian US’s national security editor) described the most significant exchange:</strong></p>
<blockquote><p><strong>“Asked at a Senate hearing today how long the war on terrorism will last, Michael Sheehan, the assistant secretary of defense for special operations and low-intensity conflict, answered, <em>‘At least 10 to 20 years.’</em> . . . A spokeswoman, Army Col. Anne Edgecomb, clarified that Sheehan meant the conflict is likely to last 10 to 20 more years from today – atop the 12 years that the conflict has already lasted. Welcome to America’s Thirty Years War.”</strong></p></blockquote>
<p><strong>That the Obama administration is now repeatedly declaring that the “war on terror” will last <em>at least</em> another decade (or two) is vastly more significant than all three of this week’s big media controversies (Benghazi, IRS, and AP/DOJ) <em>combined</em>. The military historian Andrew Bacevich has <a href="http://www.nytimes.com/2010/09/05/books/review/Bass-t.html">spent years warning</a> that US policy planners have adopted an explicit doctrine of “endless war”. Obama officials, despite <a href="http://abcnews.go.com/blogs/headlines/2012/04/al-qaeda-shadow-of-former-self/">repeatedly boasting</a> that they have delivered <a href="http://www.wired.com/dangerroom/2013/03/spy-terrorism/">permanently crippling blows to al-Qaida</a>, are now, as clearly as the English language permits, openly declaring this to be so.</strong></p>
<p><strong>It is hard to resist the conclusion that this war has no purpose other than its own eternal perpetuation. This war is not a means to any end but rather is the end in itself. Not only is it the end itself, but it is also its own fuel: it is precisely this endless war – justified in the name of stopping the threat of terrorism – that is the single greatest cause of that threat.</strong></p>
<p><strong>In January, former Pentagon general counsel Jeh Johnson delivered a highly-touted speech suggesting that the war on terror will eventually end; he advocated that outcome, arguing:</strong></p>
<blockquote><p><strong>‘War’ must be regarded as a finite, extraordinary and unnatural state of affairs. We must not accept the current conflict, and all that it entails, as the ‘new normal.’”</strong></p></blockquote>
<p><strong>In response, <a href="http://www.guardian.co.uk/commentisfree/2013/jan/04/war-on-terror-endless-johnson">I wrote that</a> the “war on terror” cannot and will not end on its own for two reasons: (1) it is <em>designed by its very terms</em> to be permanent, incapable of ending, since the war itself ironically ensures that there will never come a time when people stop wanting to bring violence back to the US (the operational definition of “terrorism”), and (2) the nation’s most powerful political and economic factions reap a bonanza of benefits from its continuation. Whatever else is true, it is now beyond doubt that ending this war is the last thing on the mind of the 2009 Nobel Peace Prize winner and those who work at the highest levels of his administration. Is there any way they can make that clearer beyond declaring that it will continue for “at least” another 10-20 years?</strong></p>
<p><strong>The genius of America’s endless war machine is that, learning from the unplesantness of the Vietnam war protests, it has rendered the costs of war largely invisible. That is accomplished by heaping all of the fighting burden on <a href="http://ggsidedocs.blogspot.com.br/2013/05/who-bears-fighting-burden.html">a tiny</a> and <a href="http://www.washingtonpost.com/wp-dyn/content/article/2005/11/03/AR2005110302528.html">mostly economically marginalized faction</a> of the population, by using sterile, mechanized instruments to deliver the violence, and by suppressing any real discussion in establishment media circles of America’s innocent victims and the <a href="http://www.pewglobal.org/2012/06/13/global-opinion-of-obama-slips-international-policies-faulted/">worldwide anti-American rage</a> that <a href="http://www.salon.com/2011/07/13/arabs/">generates</a>.</strong></p>
<p><strong>Though rarely visible, the costs are nonetheless gargantuan. Just in financial terms, as Americans are told they must sacrifice Social Security and Medicare benefits and place their children in a crumbling educational system, the Pentagon <a href="http://www.bbc.co.uk/news/magazine-17429786">remains the world’s largest employer</a>and continues to <a href="http://www.globalissues.org/article/75/world-military-spending">militarily outspend the rest of the world by a significant margin</a>. The mythology of the Reagan presidency is that he induced the collapse of the Soviet Union by luring it into unsustainable military spending and wars: should there come a point when we think about applying that lesson to ourselves?</strong></p>
<p><strong>Then there are the threats to Americans’ security. Having their government spend decades proudly touting itself as “A Nation at War” and bringing horrific violence to the world is certain to prompt more and more people to want to attack Americans, as the <a href="http://www.guardian.co.uk/world/2013/may/16/dzhokhar-tsarnaev-message-boat-cbs-news">US government itself claims took place just recently in Boston</a> (and as <a href="http://www.guardian.co.uk/commentisfree/2013/apr/24/boston-terrorism-motives-us-violence">clearly took place multiple other times over the last several years</a>).</strong></p>
<p><strong>And then there’s the most intangible yet most significant cost: each year of endless war that passes further normalizes the endless rights erosions justified in its name. The second term of the Bush administration and first five years of the Obama presidency have been devoted to codifying and institutionalizing the vast and unchecked powers that are typically vested in leaders in the name of war. Those powers of secrecy, indefinite detention, mass surveillance, and due-process-free assassination are not going anywhere. They are now permanent fixtures not only in the US political system but, worse, in American political culture.</strong></p>
<p><strong>Each year that passes, millions of young Americans come of age having spent their entire lives, literally, with these powers and this climate fixed in place: to them, there is nothing radical or aberrational about any of it. The post-9/11 era is all they have been trained to know. That is how a state of permanent war not only devastates its foreign targets but also degrades the population of the nation that prosecutes it.</strong></p>
<p><strong>This war will end only once Americans realize the vast and multi-faceted costs they are bearing so that the nation’s political elites can be empowered and its oligarchs can further prosper. But Washington clearly has no fear that such realizations are imminent. They are moving in the other direction: aggressively planning how to further entrench and expand this war.</strong></p>
<p><strong>One might think that if there is to be a debate over the 12-year-old AUMF, it would be about repealing it. Democratic Congresswoman Barbara Lee, who <a href="http://www.guardian.co.uk/commentisfree/2013/may/07/aumf-durbin-barbara-lee-defense">heroically cast the only vote against it</a> when it was originally enacted by presciently warning of how abused it would be, has been <a href="http://www.rawstory.com/rs/2013/04/24/rep-barbara-lee-repeal-aumf-to-stop-this-state-of-perpetual-war/">advocating its repeal for some time now</a> in favor of using reasonable security measures to defend against such threats and standard law enforcement measures to punish them (which have proven far more effective than military solutions). But just as happened in 2001, neither she nor her warnings are deemed sufficiently Serious even to consider, let alone embrace.</strong></p>
<p><strong>Instead, the Washington AUMF “debate” recognizes only two positions: (1) Congress should codify expanded powers for the administration to fight a wider war beyond what the 2001 AUMF provides (that’s the argument <a href="http://www.washingtonpost.com/opinions/congress-should-clarify-authorization-for-war/2013/05/15/73c3b28c-bd88-11e2-97d4-a479289a31f9_story.html">recently made</a> by the supreme war-cheerleaders-from-a-safe-distance at the Washington Post editorial page and their favorite war-justifying think tank theorists, and the one being made by many Senators from both parties), or (2) the administration does not need any expanded authority because it is already free to wage a global war with very few limits under the warped “interpretation” of the AUMF which both the Bush and Obama DOJs have successfully persuaded courts to accept (that’s the Obama administration’s position). In other words, the shared premise is that the US government must continue to wage unlimited, permanent war, and the only debate is whether that should happen under a new law or the old one.</strong></p>
<p><strong>Just to convey a sense for how degraded is this Washington “debate”: Obama officials at yesterday’s Senate hearing repeatedly insisted that this “war” is <em>already</em> one without geographical limits and without any real conceptual constraints. The AUMF’s war power, <a href="http://www.wired.com/dangerroom/2013/05/decades-of-war/">they said</a>, “stretches from Boston to the [tribal areas of Pakistan]” and can be used “anywhere around the world, including inside Syria, where the rebel Nusra Front recently allied itself with al-Qaida’s Iraq affiliate, or even what Sen. Lindsey Graham (R-SC) called ‘boots on the ground in Congo’”. The acting general counsel of the Pentagon <a href="http://www.nytimes.com/2013/05/17/us/politics/pentagon-official-urges-congress-to-keep-statute-allowing-war-on-terror-intact.html">said it even</a> ”authorized war against al-Qaida’s associated forces in Mali, Libya and Syria”. Newly elected independent Sen. Angus King of Maine <a href="http://www.huffingtonpost.com/2013/05/16/war-powers-obama-administration_n_3288420.html">said after listening to how the Obama administration interprets its war powers under the AUMF</a>:</strong></p>
<blockquote><p><strong>This is the most astounding and most astoundingly disturbing hearing that I’ve been to since I’ve been here. You guys have essentially rewritten the Constitution today.”</strong></p></blockquote>
<p><strong>Former Bush DOJ official Jack Goldsmith, who testified at the hearing,<a href="http://www.lawfareblog.com/2013/05/quick-reactions-to-extraordinary-armed-services-committee-hearing-on-the-aumf/?utm_source=twitterfeed&amp;utm_medium=twitter">summarized what was said after it was over</a>: Obama officials argued that “they had domestic authority to use force in Mali, Syria, Libya, and Congo, against Islamist terrorist threats there”; that “they were actively considering emerging threats and stated that it was possible they would need to return to Congress for new authorities against those threats but did not at present need new authorities”; that “the conflict authorized by the AUMF was not nearly over”; and that “several members of the Committee were surprised by the breadth of DOD’s interpretation of the AUMF.” Conveying the dark irony of America’s war machine, seemingly lifted right out of <a href="http://www.youtube.com/watch?v=ji6xXqTuJow">the Cold War era film Dr. Strangelove</a>, Goldsmith added:</strong></p>
<blockquote><p><strong>Amazingly, there is a very large question even in the Armed Services Committee about who the United States is at war against and where, and how those determinations are made.”</strong></p></blockquote>
<p><strong>Nobody really even knows with whom the US is at war, or where. Everyone just knows that it is vital that it continue in unlimited form indefinitely.</strong></p>
<p><strong>In response to that, the only real movement in Congress is to think about how to enact a new law to <em>expand</em> the authorization even further. But it’s a worthless and illusory debate, affecting nothing other than the pretexts and symbols used to justify what will, in all cases, be a permanent and limitless war. The Washington AUMF debate is about nothing other than whether more fig leafs are needed to make it all pretty and legal.</strong></p>
<p><strong>The Obama administration already claims the power to wage endless and boundless war, in virtually total secrecy, and without a single meaningful check or constraint. No institution with any power disputes this. To the contrary, the only ones which exert real influence – Congress, the courts, the establishment media, the plutocratic class – clearly favor its continuation and only think about how further to enable it. That will continue unless and until Americans begin to realize just what a mammoth price they’re paying for this ongoing splurge of war spending and endless aggression.</strong></p>
<h2><strong>Related matters</strong></h2>
<p><strong>Although I’m no fan of mindless partisan hackery, one must acknowledge, if one is to be honest, that sometimes it <a href="http://charliedavis.blogspot.com.br/2013/04/basically.html">produces high comedy</a> of the type few other afflictions are capable of producing.</strong></p>
<p><strong>On a related note: when Attorney General Eric Holder spoke about the DOJ’s subpoeans for AP’s phone records – purportedly issued in order to find the source for AP’s story about a successfully thwarted terror attack from Yemen - <a href="http://www.bbc.co.uk/news/world-us-canada-22532057">he made this claim</a> about the leak they were investigating: “if not the most serious, it is within the top two or three most serious leaks that I have ever seen.” But yesterday, <a href="http://www.washingtonpost.com/politics/some-question-whether-ap-leak-on-al-qaeda-plot-put-us-at-risk/2013/05/15/47003ed4-bd77-11e2-89c9-3be8095fe767_story.html">the Washington Post reported</a> that CIA officials gave the go-ahead to AP to report the story, based in part on the fact that the administration itself planned to make a formal announcement boasting of their success in thwarting the plot. Meanwhile, the invaluable Marcy Wheeler today <a href="http://www.emptywheel.net/2013/05/16/did-ap-learn-about-fake-undiebomb-2-0-because-real-marshalls-deployed-to-prevent-it/">makes a strong case</a> that the Obama administration engaged in a fear-mongering campaign over this plot that they knew at the time was false – all for the purpose of justifying the president’s newly announced “signature drone strikes” in Yemen.</strong></p>
<p><strong>The key lesson from all of this should have been learned long ago: nothing is less reliable than unchecked claims from political officials that their secret conduct is justified by National Security Threats and the desire to Keep Us Safe.</strong></p>

<p><strong>“It’s at the very least an unfortunate decision that will embolden the regime and prolong the suffering, so it’s ill-timed and very unfortunate,” General Martin Dempsey, chairman of the Joint Chiefs of Staff, told reporters at the Pentagon.</strong></p>
<p><strong>Dempsey said he was referring specifically to the anti-ship missiles sent by Russia. The missiles, called Yakhonts, are equipped with an advanced radar that renders them more effective, according to officials who spoke to The New York Times on condition of anonymity because they were discussing classified intelligence information.</strong></p>
<p><strong>Also on Friday, United Nations chief Ban Ki-moon voiced disappointment over Syria’s refusal to let UN inspectors enter the country to check reports about the use of chemical weapons.</strong></p>
<p><strong>“It is deplorable that the team could not visit Syria to do an investigation on the ground,” Ban said after talks with Russian Foreign Minister Sergei Lavrov in the Black Sea resort of Sochi.</strong></p>
<p><strong>Russia supports the UN investigation, said Lavrov, expressing hope that an agreement between Damascus and the UN would be found, the Interfax news agency reported.</strong></p>
<p><strong>The United States, Britain and Israel have said there is evidence that sarin gas has been used in Syria.</strong></p>
<p><strong>Russia, a key Syria ally, and the United States last week agreed to call for a peace conference to discuss an end to the 26-month conflict, which the UN refugee agency said Friday has sent at least 1.5 million Syrians fleeing the country.</strong></p>
<p><strong>Syria’s civil war will also be the focus of talks between Israeli officials and German Foreign Minister Guido Westerwelle who arrived in Tel Aviv Friday.</strong></p>
<p><strong>Meanwhile, the Human Rights Watch accused the Syrian government of arbitrarily detaining and torturing opponents in security buildings.</strong></p>
<p><strong>The New York-based group’s researchers found documents and evidence of the abuse when they visited the state security and military intelligence facilities in al-Raqqa in northern Syria late April after local armed opposition groups took control of the city.</strong></p>
<p><strong>“The documents, prison cells, interrogation rooms and torture devices we saw in the government’s security facilities are consistent with the torture former detainees have described to us since the beginning of the uprising in Syria,” the group’s deputy Middle East director, Nadim Houry, said.</strong></p>
<p><strong>In addition, The Wall Street Journal reported that Russia has dispatched a dozen or more warships to patrol waters near its naval base in Syria, as part of the European country’s newly aggressive stance that evidently seeks to deter the West and Israel from getting involved the crisis in Syria.</strong></p>
<p><strong>These reports come just days after Prime Minister Benjamin Netanyahu met with Russian President Vladimir Putin and asked him not to sell Syria anti-aircraft missiles.</strong></p>

<p><strong>Syrian President Bashar Assad is in total control of his country’s weapons systems and is acting sensibly with regard to Israel, appreciating the overwhelming might he faces, senior Defense Ministry official Maj.-Gen. (Res) Amos Gilad said Friday.</strong></p>
<p><strong>In an interview with Israel Radio evidently designed to calm escalating tensions between Jerusalem and Damascus, Gilad stressed that Israel is not striving to topple Assad’s regime, and that reported recent IAF attacks on Iranian weapons shipments in Syria en route to Hezbollah are motivated by a desire and an obligation to defend Israel.</strong></p>
<p><strong>Even as he spoke on Friday early afternoon, Lebanese media were reporting further Israeli overflights over Lebanon.</strong></p>
<p><strong>“Israel is not taking actions against Assad, such a description is untrue,” Gilad said. “Israel has not acted or done anything against Assad and his regime.” The Defense Ministry official added that Assad “is behaving responsibly as regards Israel.”</strong></p>
<p><strong>Gilad made the statements amid reports on major Russian arms transfers to Syria, and anonymous warnings by Israeli officials that Israel will “bring down” Assad if he retaliates for any future Israeli airstrikes.</strong></p>
<p><strong>Regarding Iran, Gilad said that the Islamic Republic is a destructive factor in the Middle East that is determined to acquire nuclear weapons and support organizations engaged in terrorism around the world.</strong></p>
<p><strong>Meanwhile, Lebanese media outlets reported on Friday that Israeli jets were spotted flying low over the south of the country. IAF planes were reportedly seen flying over the towns of Bint Jbeil, Marjayoun and Nabatieh. Similar reports were widespread in the days and hours before Israeli reportedly carried out this month’s air attacks in the Damascus area to blow up Fateh-110 ground-to-ground missile consignments en route to Hezbollah via Syria from Iran. Those attacks were said to be carried out from Lebanese territory, avoiding Syria’s advanced air defenses.</strong></p>
<p><strong>On Thursday, undeterred by pleas and warnings from Israel — including one-on-one talks between Israeli Prime Minister Benjamin Netanyahu and Russian President Vladimir Putin — Russia made clear that it will go ahead with its planned delivery of a highly sophisticated air-defense system to Assad.</strong></p>
<p><strong>Netanyahu reportedly warned Putin, in an emergency meeting on Tuesday, that Moscow’s sale of the S-300 missile defense system to Assad could push the Middle East into war.</strong></p>
<p><strong>But Russia’s Foreign Minister Sergey Lavrov declared on Thursday that while Moscow was “not signing any new deals,” it would honor existing contracts with Syria, including for the air-defense systems. “We’ve already carried out some of the deal,” Lavrov said, “and we will carry the rest of it out in full.”</strong></p>
<p><strong>A failure to honor signed contracts, Lavrov added in a television interview, would “harm the credibility” of Russia in other arms-sales contracts.</strong></p>
<p><strong>Also Thursday, CIA Director John Brennan arrived in Israel and held consultations on the situation in Syria, amid fears that Israel could get drawn into the fighting there.</strong></p>
<p><strong>Upon landing in the country, Brennan, whose visit was not announced ahead of time, went directly to the army headquarters in Tel Aviv for a meeting with Defense Minister Moshe Ya’alon, Channel 10 reported. During the meeting, the two shared intelligence assessments, and Ya’alon reiterated Israel’s refusal to let advanced weapons make their way from Syria to Hezbollah, vowing to continue carrying out strikes against arms shipments.</strong></p>
<p><strong>On Wednesday, Israel reportedly warned Assad that further attacks were being considered, and that it would bring down his regime if he retaliated.</strong></p>
<p><strong>Also on Wednesday, Israel Radio reported that Tehran had approached Damascus about letting Hezbollah open a new front against Israel from Syrian territory.</strong></p>
<p><strong>The Lebanese daily al-Akhbar suggested last week that Iran had “reached a final decision” to respond to reported Israeli airstrikes on a weapons transfer in Syria by “turning the Golan into a new Fatah-land. The front has become open to Syrians and Palestinians and anyone who wants to fight Israel.”</strong></p>
